Job Description

PRINCIPAL, SUPPLY CHAIN MANAGEMENT OFFICER - KRB GRADE 4
a) Job Specification
Duties and responsibilities at this level will entail;
(i) Coordinate development and monitoring the implementation of the
procurement and asset disposal plans in line with the approved budgets
(ii) Coordinate design, development and maintenance of sound procurement
controls and systems.
(iii) Coordinate market research to keep abreast of the market developments.
(iv) Maintain and update the lists of registered/prequalified suppliers
(v) Preparation and circulation of tender documents.
(vi) Co-ordinate the opening and evaluation of tenders
(vii) Prepare and submit profession opinion to guide the Director General on award
decisions for tenders.
(viii) Act as Secretary in various procurement committees.
(ix) Notify bidders of the outcomes of the tenders submitted to KRB.
(x) Participate in contract negotiations with suppliers.
(xi) Supervise the preparation of purchase orders
(xii) Monitor the implementation of contracts.
(xiii) Coordinate process of disposal of obsolete, unserviceable and idle assets.

b) Person Specification
For appointment to this grade, a candidate must have:-
(i) At least eight (8) years relevant work experience in public or private, three (3) of
which must have been at a supervisory level;
(ii) Bachelor’s Degree in Commerce, Procurement and Supplies Management, or
equivalent qualification from a recognized institution;
(iii) Master’s Degree in Supply Chain Management, Logistics or equivalent
qualification from a recognized institution;
(iv) Be Member of professional body either KISM or CIPS in good standing;
(v) Proficiency in computer applications
(vi) Attended a management course lasting not less than four (4) weeks from a
recognized institution;
(vii) Demonstrated results in work performance; and
(viii) Fulfilled the requirements of Chapter Six of the Constitution.
