 Job Grade CRV 1- Job Ref: CRV /141/ / 01/2021-2022

a) Job Purpose

The Chief Executive Officer (CEO) is the Secretary to the Board of Directors and is the authorized and Accounting Officer of the Agency. The CEO is responsible to the Board of Directors for providing strategic leadership and overall execution of day to day activities of the Agency.

b) Job Specification

The specific duties and responsibilities of the CEO will involve: -

i. Spearheading formulation, implementation and review of the Agency's policies, procedures. strategies, standards and guidelines.

ii. Providing strategic leadership and ensuring excellence in the provision of services to the Agency.

iii. Spearheading development agenda of the Agency including formulation of projects and programmes.

iv. Executing and communicating the Board of Directors' strategies. decisions and policies.

v. Providing technical advice on matters pertaining to water works development in the area of jurisdiction and other areas when called upon.

vi. Overseeing development, maintenance and management of the National Public Water Works in the area of jurisdiction,

vii. Overseeing management and provision of water services until such a time as the responsibility for the operation and management of the water works are handed over to County Governments or Water Service Providers.

viii. Facilitating handing over of the Water Works to designated Water Services Providers for operation and management.

ix. Facilitating provision of water services when requested by the Regulatory Board.

x. Developing and recommending to the Board of Directors, the Agency's annual business plans.

xi. Providing linkage between the Board of Directors and the Management.

xii. Enhancing collaboration and engagement with stakeholders and partners in support of development of Central Rift Valley Water Works Development Agency.

xiii. Promoting the corporate image of the Agency.

xiv. Ensuring continuous improvement of the quality and value of services provided by the Agency.

xv. Upholding integrity and professionalism in the performance of the Agency's functions.

xvi. Fostering a culture that promotes ethical and good corporate governance. 

xvii. Ensuring that the Agency complies with the relevant legislation in the provision of its service Championing national values and principles of public service.

xviii. Putting in place sound strategies to ensure prudent utilization of the Agency's resources and assets.

xix. Overseeing preparation of annual budgets and establishing proper internal monitoring and control systems and procedures.

xx. Coordinating preparation of the Agency's annual financial statements and submitting the same to the National Treasury, Parliament and the Controller of Budget as required by law.

xxi. Overseeing preparation of annual estimates of revenue and expenditure of the Agency as per Section 128 of the Water Act 2016 and ensuring that the expenditure is in line with the provisions of the PFM Framework.

xxii. Building capacity and managing performance of staff at CRVWWDA.

xxiii. Preparing annual reports on the state of the Agency.

xxiv. Performing of such other duties as may be assigned by the Board of Directors and the law.

c) Person Specification

For appointment to this grade, a candidate must have/be: -

i. Bachelor's Degree from a recognized University.

ii. A. Master's Degree from a recognized University.

iii. Have at least Fifteen (15) years proven experience in a relevant field. iv. At least five (5) years relevant work experience in senior management position.

v. Leadership course lasting not less than four (4) weeks from a recognized institution.

vi. Demonstrate professional competency and managerial capability as reflected in work performance and results.

vii. Professional qualification and membership of a professional body.

viii. Proficiency in computer applications.

ix. Fulfil the requirements of Chapter Six of the Constitution of Kenya 2010.

d) Key competencies and skills:
