Location: Nairobi
Job Requirement
i) At least 10 years’ experience in public service and ICT profession;
ii) a Bachelor’s Degree in Computer Science/Information Communication Technology/ Electrical or Electronic Engineering or any other ICT related discipline from a recognized Institution;
iii) a Master’s degree in Computer Science / IT or any other ICT related discipline from a recognized institution;
iv) Attained senior membership status or its equivalent in an internationally recognized ICT professional body
v) Obtained a Professional Certification in Information Technology or other related disciplines from a recognized certifying body;
vi) Demonstrated a high degree of competence in identifying, designing and monitoring information technology projects.
vii) Proven record in research work in the field of ICT through publications in recognized journals.
Job Description
i) Formulate and review Sector Smart government strategy and policy and monitor its implementation.
ii) Advise the Chief Officer on Smart Government issues;
iii) Coordinate the development and implementation of Smart Government programmes
and plans in Sectors,
iv) Develop and manage strategic systems including shared services and infrastructure,
data, information security and electronic services of the County;
v) Develop and enforce strategic System security initiatives within County including
oversight of incident response;
vi) Develop and enforce system security standards to promote interoperability of systems and data and cost-effective use of ICT infrastructure and services;
vii) Manage the implementation of e-government programmes in the County.
viii) Monitor and evaluate the implementation and use of systems and recommend suitable enhancements.
ix) Undertake research and innovation on Smart Government services; and Oversee implementation of capacity building initiatives on Smart Government
