Job Description

Overall responsibility
The overall responsibility for the position will be to provide strategic leadership in the Management of Human Resources & Administration, Information and Communication Technology and the Corporate Communications functions to ensure efficiency in service delivery and facilitation of smooth operational support to the Agency.

Other duties and responsibilities
• Provides overall leadership in the formulation and development of policies, plans and strategies in the functional areas of ICT, HR and Administration and Corporate communications;
• Oversee the functions of Human Capital and Administration and information Technology function and the Corporate Communications
• Initiate formulation, interpretation and implementation of human resource, Corporate communications and information communication technology policies, strategies, and programmes;
• Provides managerial and strategic leadership to the Directorate in the areas of performance management, prudent management of resources, coaching and mentoring.
• Responsible for the prudent management and utilization of all the resources in the functional areas of Human Capital and Administration and information Technology and the Corporate Communications;
• Monitors and supervises the implementation of internal controls to safeguard the assets of the Agency;
• Ensures that the Agency sources, develops and maintains skills, competencies required for successful implementation of Agency’s mandate;
• Establishes operational linkages with other directorates, departments and divisions of the Agency to facilitate efficiency;
• Provides guidance on health and safety matters within the Agency and ensures an effective organizational approach to health and safety to meet regulatory requirements;
• Provides guidance on development, implementation and monitoring of staff performance management framework for the Agency;
• Oversees the establishment of a robust ICT infrastructure to ensures that the Agency’s approach to data protection, security and retention complies with best practice and that policies and procedures are effectively implemented
• Oversee the competency development and Knowledge Management.
• Oversees re-engineering of the Departmental Business and Operational Procedures.
• Spearhead the development and implementation of the Departmental Performance Contract Targets, Monthly, Quarterly and Annual Reports.
• Review and present Board Papers to the Board and oversee implementation of Board’s resolutions.
• Prepare Management Reports.
• Oversees the development and execution of the directorate’s strategies and ensures alignment with the Strategic Plan of the Agency.
• Monitors performance, information and feedback mechanisms to inform continuous improvement in systems, processes and resource management;
• Approve the implementation of staff training and development initiatives to achieve organizational objectives
• Coordinate the development and implementation of employee rewards and benefits in line with the relevant guidelines.
• Provide leadership in the development and implementation of job descriptions and specifications for all roles in the Agency;
• Provide leadership in the development and implementation of career progression and succession plans
• Ensure accurate employee records and HR Data are maintained through both hard copies and electronic
• Oversees recruitment and selection of staff, performance management, HR planning and preparation of staff establishment.
• Oversee the overall administrative services of Agency’s facilities, movable assets, utilities and consumables;
• Ensure adherence to the organizations conduct and ethics.
• Oversee employee separation process to ensure appropriate exit is executed
• Provides leadership to all ICT operations and infrastructure within the Agency and ensures that an appropriate technical support framework is in place;
• Oversees the development, deployment and integration of software solutions;
• Oversee development and implementation of the Agency’s Corporate Communication Strategy
• Any other duty that may be assigned from time to time

Job requirements
• Bachelor’s Degree in any of the following: Commerce, Accounting, Business Administration, social sciences, Finance or equivalent qualification from a recognized institution;
• Management course lasting not less than four (4) weeks
• Public Administration course
• Membership to a professional body
• Have proficiency in computer application skills; and
• Have at least a minimum period of twelve (12) years of relevant work experience with at least five (5) in a senior management Position.
• Experience in water sector will be an added advantage
