Job Description

Overall responsibility
The overall responsibility for the position will be the development of new project proposals, securing new and additional resources for the Agency, making better use and maximizing existing resources and reporting within the existing legal framework.

Duties and responsibilities
• Carry out Project Appraisals and Capital Budgeting
• Develop funding proposals for projects undertaken by the Agency
• Develop, implement and review resource mobilization policies, strategies and programmes.
• Provide budgeting, forecasting and reporting, including variance and cost-recovery analysis with respect to Corporate cost centres.
• Conducts and participates in various financial analyses of Agency’s projects using appropriate financial tools.
• Identifies key strategic partners and maintain a Database
• Review, analyze information and prepare reports and documents on activities related to funding partners and fund raising.
• Develop, disseminate and implement investment plans and programmes
• Assist in developing the agenda on Resource Mobilization and Partnerships
• Develop systems and procedures to monitor sourced funds
• Prepares reports to donors and relevant agencies
• Participates in drafting and revision of Financing Agreements with donors
• Identify and map potential and emerging sources of funding and assess their current usage and potential for the future.
• Supervise, coach and mentor staff in the division
• Ensure maintenance and updating of the Agency’s Debt register
• Supervise, coach and mentor staff in the division
• Responsible for risk management in the division;
• Develop and periodically review the divisional standard operating procedures (SOPs)

Job requirements
Applicants will be required to be holders of:
• Bachelor’s degree in Commerce, Business Administration, Finance or Economics from a recognized university
• Management course lasting not less than four (4) weeks
• Experience and training in Project Management
• Experience in implementation of Development partner projects.
• Knowledge on preparation of Donor Funded project Accounts and budgeting
• Experience in proposal preparation and budgeting.
• Have proficiency in computer application skills; and
• Have at least a minimum period of Ten (10) years relevant work experience Five (5) years of which should be in a supervisory position.
• Experience in water sector will be an added advantage
