Job Description

COUNTY DIRECTOR (WATER AND SEWARAGE) – JOB GROUP “R” –
ONE [1] POST Advert No. 28/2021/2022 RE-ADVERTISED

Salary scale:
Ksh.115, 290 x 5,770 – 121,060 x 6,050 – 127,110 x 6,240 – 133,350 x
6,420 – 139,770 x 6,610 – 146,380 x6, 790 – 153,170 p.m.
Terms of Service: Contract
The Director will be responsible to the Chief Officer- Water, Environment and Natural
Resources for planning, directing, controlling and coordinating technical administrative
activities of water and sewerage systems.

Duties and Responsibilities
(i) Preparing professional and quality standards for construction of water
supply and sewerage infrastructure;
(ii) Overseeing the construction of water and sewerage works undertaken
directly or by contract;
(iii) Formulating, monitoring and evaluating requirements of physical and
financial progress of development projects and programmes;
(iv) Verifying technical tender documents on water supply and sewerage
infrastructure;
(v) Overseeing the formulation of water pricing policies and strategies for
rural, urban and waste water systems and liaising with development
partners and other stakeholders in the water sector for effective
formulation, planning, coordination and implementation of projects and
programs.
In addition the Director will be responsible for developing and
implementing strategic plan and work plans; budgeting for the directorate
and deployment, training and development of staff in the directorate.

Requirements and Appointment
For appointment to this grade and officer must have:-
(i) Served in the grade of Principal Superintending Engineer (Water and
Sewerage) or in an equivalent and relevant position in a busy organization
for a minimum period of three (3) years;
(ii) Bachelor’s Degree in Civil Engineering from a recognized institution;
(iii) Master’s degree in Civil Engineering from a recognized institution will
be an added advantage;
(iv) Be registered by Engineers Registration Board of Kenya as an Engineer
or relevant equivalent professional body;
(v) Current valid annual practicing Licence from the Engineers Registration
Board of Kenya;
(vi) A certificate of membership from the Institution of Engineers of Kenya
(IEK) or equivalent recognized board;
(vii) A certificate in Strategic Leadership Development Programme lasting
not less than six (6) weeks or its equivalent from a recognized Institution;
Have certificate in computer applications from a recognized institution;
and
(viii) Have demonstrated general administrative ability required for direction,
control and implementation of water and sewerage engineering programs
and projects.
