Job Title: Deputy Director, Human Resource Management and
Administration (One position)

Job Grade: KIP 3
Basic Salary Scale: KES 197, 923 - 279,187 per month
Department: Human Resource Management and Administration
Supervisor: Director Corporate Services

Position Summary

Deputy Director, Human Resource Management and Administration is
the head of the Department with the responsibility of overseeing,
initiating, formulating, and managing the human resource and
administration services the framework of the Institute’s human
resource objective and policies; government policies and principles of
human resource management and in accordance with applicable
statutes and regulations for effective management of Human
Resources at the
Institute.

Key Responsibilities
Duties and responsibilities will entail: -
(i) Overseeing the management of the human resource management and administration department;
(ii) Analyzing the human resource management structures and systems;
(iii) Determining and proposing methods/strategies of handling the human resource management function;
(iv) Initiating development, reviewing, and implementation of the human resource and administration management policies;
(v) Proposing performance improvement strategies that are adaptive to the changing environment and technology;
(vi) Coordinating training and development of staff;
(vii) Researching on human resource best practices that will guide the development of human resource management policies, standards, and regulations;
(viii) Managing labour relations;
(ix) Institutionalizing performance management including staff performance appraisal system;
(x) Coordinating and monitoring human resource planning for different cadres in the
institution;
(xi) Ensuring compliance with statutory regulations;
(xii) Mentoring and motivating staff and ensuring conducive working environment;
(xiii) Ensuring preparation of work plans, budgets and reports;
(xiv) Overseeing the human resource management and development function;
(xv) Supervising the management of records;
(xvi) Appraising the staff in the department;
(xvii) Overseeing administration of transport and logistics, office services, security, accommodation and assets management;
(xviii) Enhancing conducive working environment by ensuring compliance with labor laws and government regulations;
(xix) Coordinating staff recruitment and regularly reviewing the staff establishment
and advise on human resource employment and succession plans;
(xx) Managing and administer the compensation and benefits processes for all staff;
(xxi) Interpreting and advise on the policies, rules and circulars in relation to Human Resource and Administration; and
(xxii) Overseeing and coordinating general services including drivers and other support staff in KIPPRA by ensuring accomplishment of work assignments and fostering teamwork to enhance service delivery.

Qualifications
For appointment to this grade, a candidate must have:
(i) Bachelor’s degree in Human Resource Management, Administration, or equivalent qualification from a recognized Institution;
(ii) Master’s degree in Human Resource Management or equivalent qualification from a recognized institution;
(iii) Post Graduate Diploma Human Resource Management, Human Resource Development or Industrial Relations, or equivalent qualification from a recognized institution;
(iv) At least nine (9) years’ relevant work experience three (3) of which in senior management;
(v) Leadership course lasting not less than four (4) weeks from a recognized institution;
(vi) Experience in using computerized human resource applications;
(vii) Active full membership of IHRM;
(viii) Computer Skills; and
(ix) Fulfil the requirements of Chapter six (6) of the Constitution.
