Job Description

JOB TITLE: PRINCIPAL PROGRAMME OFFICER, PUBLIC EDUCATION AND ENGAGEMENT – GRADE NCIC 4 - (1 POST )

Job Summary
The position is responsible for supporting, providing supervision, guidance and management in the Public Education and Engagement Department through to developing, implementing and reviewing public education and engagement strategies, policies, programmes, guidelines and trainings that support advancement of peaceful coexistence among different ethnic communities in Kenya.

Reporting to: Deputy Director - Public Education and Engagement

Duties and Responsibilities
I. Develops, implements and reviews policies, guidelines and strategies on public education and engagement that aim to support peaceful coexistence among different ethnic communities in Kenya.
II. Conducts advocacy campaigns for policy, legal or administrative reforms on issues affecting ethnic relations.
III. Designs, implements and reviews programmes and activities that promote the elimination of all forms of discrimination on the basis of ethnicity or race.
IV. Champions and advocates for programmes and activities that discourage persons, institutions, political parties and associations from advocating or promoting discrimination or discriminatory practices on the ground of ethnicity or race.
V. Designs, implements and reviews sensitization programmes on promotion of tolerance, understanding and acceptance of diversity in all aspects of national life and encourage full participation by all ethnic communities in the social, economic, cultural and political life of other communities.
VI. Plans, develops, implements and reviews educational and training programmes, curriculum and materials for creation of public awareness, support and advancement of peace and harmony among ethnic communities and racial groups, and promotion of respect for religious, cultural, linguistic and other forms of diversity in a plural society.
VII. Develops, implements and reviews programmes and initiatives that promote equal access by persons of all ethnic communities and racial groups to public services and facilities provided by the Government.
VIII. Develops and implements innovative programmes that promote respect for religious, cultural, linguistic and other forms of diversity in a plural society.
IX. Establishes strategic linkages with public and private institutions and partners towards the advancement of peaceful coexistence among different ethnic communities in Kenya.
X. Takes part in implementation of departmental budgets in line with the provisions of Public Finance and Management Act and NCICs Financial Management Guidelines.
XI. Complies with Public Procurement and Disposal Act of 2015 and Public Procurement and Disposal Regulations, 2006.
XII. Guides, advises, mentors, counsels and appraises officers under their supervision.

II. Operational Responsibilities / Tasks
I. Coordinates the setting, reviewing and evaluating of Departmental performance targets.
II. Guides in programmes that are undertaken to enhance stakeholder support through meetings and coordinates the subsequent validation forums.
III. Guides in the preparation of board papers, reviewing of reports and advising management.
IV. Coordinates the development, implementation and review of departmental work plans.
V. Provides technical guidance in the planning and budgeting for the Departmental programmes and activities.
VI. Guides training and sensitization programmes and activities that promote public awareness on national cohesion and integration.
VII. Coordinates management of Departmental resources to ensure utilization for the required purposes.
VIII. Guides the development of departmental procurement plans and ensures compliance with the same.
IX. Coordinates the implementation of Departmental programmes and activities through allocation and delegation of responsibilities to staff.
X. Guides the monitoring and evaluation of Departmental activities and coordinates the preparation of reports on the performance.
XI. Coordinates building capacity and managing performance of the Department.

Requirement for Appointment
Academic Qualification
I. Bachelor’s degree in any of the following disciplines: Education, Peace and Conflict Resolution Studies, Criminology, Sociology, International Relations, Law, Conflict Resolution and Humanitarian Assistance, or its equivalent qualification from a recognized institution.

Professional Qualifications / Membership to professional bodies
I. Certificate in Training of Trainers (TOT) course lasting not less than two (2) weeks from a recognized institution.
II. Certificate in Management course lasting not less than four (4) weeks from a recognized institution.
III. Computer proficiency

Previous relevant work experience required.
Work experience of nine (9) years, three (3) of which must have served as a Senior Programme Officer, in comparable institution.

Remuneration
Basic salary : Ksh.119,267 – Ksh.150,000
House Allowance : Ksh.45,000
Commuter Allowance : Ksh.15,000
Airtime Allowance : Ksh.5,000
