Job Description

REF: TUR/CPSB/044/2022/2023; DEPUTY COUNTY SECRETARY – CABINET
AFFAIRS AND ADMINISTRATION SERVICES, JOB GROUP “S”, ONE (1).

The Deputy County Secretary in charge of Cabinet Affairs and Administration will be responsible
to the Secretary of the County Cabinet / County Secretary/Head of County Public Service.

Duties and Responsibilities:-
i. Manage cabinet and coordination of Government affairs;
ii. Coordination of cabinets affairs to the County Ministries and Departments;
iii. Ensure County Ministries and Departments respond to issues raised in Cabinet;
iv. Providing secretariat services to the County Cabinet;
v. Assisting in the coordination of the County Governments legislation programme
vi. Acting as a channel of communication between the County Governor and the County
Government and being responsible for the overall policy and administration of the County
Government;
vii. Issuing guidance to departments on county Government decision making to the
Ministries/Departments issues through cabinet office circulars;
viii. Briefing Ministries/Departments, Ministerial staff on Cabinet processes and requirements;
ix. Initiate new bills, government bills which are debated in the Cabinet.
x. Update the Secretary of the Cabinet on the progress of activities taking place in the
Ministries/Departments;
xi. Provide cabinet with full and regular reports concerning matters discussed and deliberated;
xii. Maintaining a central records of Cabinet, Ministerial/Departments, submission and
Minutes;
xiii. Archival documentation, classification and preservation of the confidentiality of the
records of County Government;
xiv. Accurate recording of proceedings, decisions and directives of the cabinet to the
Ministries/Departments;
xv. Perform any duty delegated by the Secretary of the Cabinet.

Requirement for Appointment
For appointment in this grade, a candidate must have:-
i. Bachelor’s degree in any of the following discipline; Public Administration, Business
Administration /Management, Strategic Management, Community Development or any
other related field from recognized institution;
ii. Master degree in any of the following; Public Administration, Business Administration,
,Strategic Management, Community Development any other Social Science from
recognized institution;
iii. Attended Senior Management Course lasting not less than four (4) weeks or equivalent
qualification from a recognized institution;
iv. Certify Chapter six (6) of the constitution; and
v. Demonstrate a thorough understanding for national goals, policies, objectives and the
ability to relate them to the administration function.
