Senior Human Capital & Administration Officer

Sacco Societies Regulatory Authority (SASRA) was established under the Sacco
Societies Act, CAP 490B with a mandate to license, regulate and supervise the Sacco
Sector in Kenya. The Authority is seeking to recruit a highly motivated and results
oriented candidate to fill one (1) position of Senior Human Capital &
Administration Officer (SASRA 5). The suitable candidates shall be employed on
permanent and pensionable terms of service.

ROLE SUMMARY
The job holder will be answerable to the Manager Human Capital and Administration
for the performance of his/her duties. The successful candidate will assist in
developing and implementing sound human resource policies and procedures for a
safe and conducive work environment that fosters individual and corporate growth.

KEY RESPONSIBILITIES
a) Disseminating human resource management policies, laws, regulations,
procedures and systems.
b) Coordinating recruitment, selection and induction programmes.
c) Processing salaries, benefits dues and verifying payroll data.
d) Verifying and ensuring regular updates of the Enterprise Resource Planner.
e) Maintaining and updating employee records.
f) Coordinating the Authority’s internship program.
g) Preparing Terms of Reference and Service Level Agreements for outsourced
services.
h) Maintaining records of office equipment and furniture;
i) Supervising office repairs and maintenance and other works.
j) Supervising outsourced services; and
k) Coordinating the transport services including supervision of drivers and
maintenance of authority’s fleet in good mechanical condition.

b) Job Specifications
For appointment to this grade, an applicant must have:
a) Three (3) years relevant work experience.
b) Bachelor’s degree in any of the following disciplines: - Human Resource
Management, Human Resource Development, Business Administration, Public
Administration, or equivalent qualifications from a recognized institution.
c) Post Graduate Diploma in any of the following disciplines: - Human Resource
Management, Human Resource Development, Business Administration or
equivalent qualifications from a recognized institution.
d) Be a member of the Institute of Human Resource Management of good standing.
e) Valid practicing license.
f) Attended a supervisory course lasting not less than two (2) weeks.
g) Proficiency in Computer applications; and
h) Knowledge and experience in use of Human Resource Information Systems will
be an added advantage.

Other Mandatory Requirements
In addition, to academic qualifications, experience and person specifications
referred to herein above, the successful candidate must satisfy the requirements of
Chapter Six of the Constitution of Kenya 2010 before appointment by providing the
following documents:
i) Certificate of Good Conduct from the Directorate of Criminal Investigations.
ii) Clearance Certificate from the Higher Education Loans Board.
iii) Tax Compliance Certificate from the Kenya Revenue Authority.
iv) Clearance from the Ethics and Anti-Corruption Commission.
v) Report from an Approved Credit Reference Bureau.
