Job Description

Petroleum / Gas Officer (16 Positions) - Job Grade 6 (Permanent And Pensionable) REF : 22 / 8 / 2023

Qualifications
1. Bachelor’s Degree in any of the following disciplines: Engineering, Petroleum Sciences or Energy Studies, from a recognized university or equivalent qualification from a recognized institution;
2. Proficiency in Computer applications skills; and
3. Fulfilled the requirements of Chapter Six of the Constitution.

Responsibilities
Petroleum Operations
1. Preparing detailed technical audit checklists and timetables for petroleum refineries and pipelines.
2. Planning and conduct audits of existing Petroleum Refineries and Pipelines.
3. Planning and conducting audits of petroleum refineries and pipelines under construction to ensure adherence to Standards during construction.
4. Collecting, collating and verifying information and statistics presented during audits of petroleum refineries and pipelines;
5. Preparing detailed audit findings reports and ensure timely communication of the findings to the auditee;
6. Ensuring timely implementation of the Corrective Action Plans (CAP) as proposed by the auditee;
7. Undertaking taproot analysis of accidents involving Petroleum Refineries and Pipelines operations;
8. Preparing detailed accident investigation reports detailing the root cause and the proposed mitigation measures to prevent recurrence;
9. Ensuring proper remediation of contaminated grounds after accidents involving spillage of petroleum in petroleum refineries and pipelines;
10. Reviewing designs of proposed Petroleum Refineries and Pipelines and provide reports to the licensing team;
11. Participating in the resolution of stakeholder complaints and disputes involving Petroleum refineries and Pipeline operations;
12. Receiving and respond to Customers’ enquiries on Petroleum Refineries and Pipelines; and
13. Collecting, collate and analyze data on Petroleum Refineries and Pipelines operations.

LPG and Natural Gas Operations
1. Preparing detailed technical audit checklists and timetables for bulk LPG storage facilities;
2. Planning and conducting audits of existing bulk LPG storage facilities;
3. Planning and conducting audits of bulk LPG storage facilities under construction to ensure adherence to Standards during construction;
4. Collecting, collating and verify information and statistics presented during audits of bulk LPG storage facilities;
5. Preparing detailed audit findings reports and ensure timely communication of the findings to the auditee;
6. Ensuring timely implementation of the Corrective Action Plans (CAP) as proposed by the auditee;
7. Undertaking taproot analysis of accidents involving Bulk LPG storage facility operations;
8. Preparing detailed accident investigation reports detailing the root cause and the proposed mitigation measures to prevent recurrence;
9. Ensuring proper remediation of contaminated grounds after accidents involving release of LPG in bulk LPG storage facilities;
