POSITION: ASSSISTANT DIRECTOR OF HUMAN RESOURCE MANAGEMENT
AND DEVELOPMENT – PAYROLL ADMINISTRATION (COUNTY PAYROLL
MANAGER) JOB GROUP CPSB 05 (P)
Number of Posts: One (1) Post
Terms of Service: Permanent
Basic Salary Scale: As provided for by the Salaries and Remunerations Commission
Duties and Responsibilities will entail:
Reporting to the Director of Human Resource Management and Development, An officer at this
level will be responsible for Planning, Organizing, Administration and Control of the County
Payroll function.

Specific Duties and Responsibilities will include:
1. Operationalize and maintain the County Integrated payroll management system
2. Shall be responsible for the Processing of monthly payroll
3. Ensuring inputs of third party deduction into the payroll
4. Ensuring the correct interpretation and implementation of human resource
regulations including pensions, salary administration, labor laws and other statutes
that impact on human resource.
5. Conducting regular Payroll Audits
6. Assist in the preparation of annual staff enrollment budgets.
7. Performing any duty assigned

Requirements for Appointments
1. Must be a Kenyan Citizen;
2. Have vast knowledge and relevant work experience of 6 years in Human resource
management; 3 years of which should be at senior management level in a relevant and
equivalent position either in the Public Service or Private Sector;
3. A Bachelor's degree in Human Resource Management or equivalent qualification, from a
recognized institution;
4. Must be a member in good standing with the Institute of Human Resource management
of Kenya IHRM;
5. Senior Management Course lasting not less than 4 weeks from a recognized institution
or its approved equivalent;
6. A relevant Master's Degree will be an added advantage;
7. Certified Human Resource Management Professionals (CHRP) Certificate will be an
added advantage; and,
8. Have vast knowledge in Human Resource Information Systems. Having used payroll
systems before will be a desirable added advantage.
