Job Description

The International Livestock Research Institute (ILRI) seeks to recruit a Regional Coordinator (RC) to lead the implementation of FTF Accelerated Institutional and Food Systems Development (AIFSD) Livestock Value Chain component activities in one of the two project regions.
AIFSD is a 3-year USAID funded project to be implemented from 1st Oct 2021 – 30th Sept 2024)” in the six counties of Garissa, Isiolo, Marsabit, Samburu, Turkana & Wajir. The RC will work closely with the national and respective county governments as well as both the Partnerships for Resilience and Economic Growth (PREG) and non PREG partners. The RC will report to Livestock Value Chain (LVC) Manager and work closely with the County Coordinators.
ILRI works to improve food and nutritional security and reduce poverty in developing countries through research for efficient, safe, and sustainable use of livestock. It is the only one of 15 CGIAR research centres dedicated entirely to animal agriculture research for the developing world. Co-hosted by Kenya and Ethiopia, it has regional or country offices and projects in East, South and Southeast Asia as well as Central, East, Southern and West Africa. www.ilri.org

Key Responsibilities
• Coordinate field activities aimed at improving households’ food and nutrition security, incomes, and resilience of households, working closely with PREG partners and other development partners and county governments’ line ministries/departments.
• Establish and manage institutions and food system stakeholder’ relationships that improve the ability of the team to achieve the agreed outputs and outcomes.
• Supervise County Coordinators and Drivers in the respective counties.
• Ensure timely and appropriate implementation of project activities in the respective counties, within her/his duty region.
• Closely work with the project’s Monitoring, Evaluation and Learning Expert, to support project monitoring, evaluation and learning activities in the target region.
• Liaise with the County Coordinators to prepare and submit on timely basis the county based bi-weekly, monthly, quarterly, and annual reports on project field activities, and/or any other hand-hoc reporting request.
• Work closely with the Monitoring Evaluation and Learning Expert, Communications and Knowledge Manager to capture, document experiences/lessons learnt into success stories for internal and external learning purposes.
• Work closely with the Monitoring Evaluation and Learning Expert and Data Analytic Coordinator to collect, collate all project data in the required format.
• Support and participate in PREG activities, including joint work planning, co-creation processes, Speed dating initiatives, PREG monthly meetings both at the National and County level, and USAID led monitoring and learning events.
• Provide general implementation guidance and monitoring of the jointly agreed interventions/investments, within PREG as well as other partners/development agents.
• Participate in county steering group and technical work groups meetings and multi stakeholder platforms at the County level, on need basis.
• Take lead in all discussions with both PREG and non PREG partners to enhance sequencing, layering and integration of activities to avoid duplication and enhance synergy.
• Support development, implementation and monitoring of county based monthly, quarterly, and annual workplans in consultation with Livestock Value Chain manager, lead scientists and county coordinators.
• Continuously engage and work closely with the respective County Coordinators to train staff from the county, local institutions and partners involved in planning and implementation of AIFSD LVC activities.
• Undertake administrative duties within the field offices.
• Conduct regular supervision and monitoring of County/field implementation.
• Ensure prudent use of project resources in the respective counties.
• Carry out any other duties allocated by the Livestock Value Chain Manager.

Requirements
• A Master’s degree in any of the following fields: Master’s degree in Animal Science, Agricultural Economics, or Business Administration, Statistics, Agriculture/livestock, Business Administration, Social Sciences, Development Studies, or a field relevant to Development Assistance.
• At least 7 years of professional experience working in livestock or agricultural development programs in the Horn of Africa, with specific bias for pastoralist livestock production.
• At least 5 years’ experience in livestock value chain and enterprise development.
• Demonstrated ability to work across cultural and religious context and work within potentially conflict prone areas.
• Experience with project monitoring and evaluation systems and tools and results-based management.
• Experience in management of partnerships.
• Good facilitation skills.
• Excellent communication skills both spoken and written English.
• Experience in implementation of USAID funded projects will be an added advantage.
• Willingness to travel frequently within the counties of his/her duty jurisdiction.

Post location: The position will be based in Kenya

Terms of Appointment
This position is at job level HG 15. The position is a 3-year contract, renewable subject to satisfactory performance and availability of funding. ILRI offers a competitive salary and benefits package which includes pension, medical and other insurances
