DEPUTY DIRECTOR - HUMAN RESOURCE & ADMINISTRATION- Open

Duration: 5 Years’ Contract (Renewable
Gross Salary: Kshs. 281,950

Job Purpose
This position is responsible for providing strategic leadership in formulation of human resource management and administration policies, systems and strategies that guide organization culture and people practice in the commission and are compliant with the Employment Act and Laws of Kenya.

Managerial Responsibilities
1) Provide leadership in the formulation, implementation, interpretation, and review of the commission’s human resources & administration policies, strategies, standards, guidelines & procedures.
2) Advising on matters relating to Human Resource and Administration.
3) Ensuring compliance with laws and regulations governing Human Resources Management including but not limited to the Constitution, Employment Act, Occupational Safety & Health, Work Injury Benefits Act, IHRM, Public Service ethics Act.
4) Formulate the Human Resource and Administration work plan and budgets in line with the KNCHR mandate of moving the country toward a human rights compliant State.
5) Oversee and ensure that all the human resource functions of planning, recruitment, orientation/ induction of new staff, performance management, training, employee relations and reward are aimed towards talent management and achievement of the Commission’s strategic goal.
6) Manage staff welfare, employee assistance programmes, conflict resolution and grievance handling in accordance to the HR procedures to create and foster an enabling environment where productivity is high.
7) Undertake the overall supervision and performance management of all Human Resource and Administration divisional staff.
8) Provide leadership in the management of the Commission’s fleet.
9) Oversee the occupational and safety policies of all KNCHR premises are adhered to and that all staff in the Commission work in a safe and conducive environment.
10) Maintain knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law; applies this knowledge to communicate changes in policy, practice, and resources to management.

Operational Responsibilities
1. Design implementation processes for all human resources related policies to ensure complete implementation of the policies.
2. Design the performance management system in liaison with the Commission Secretary and other divisional heads to capture the output and productivity of all staff in the Commission.
3. Design talent management programs to attract highly skilled candidates, develop and retain high potential employees to make KNCHR a high-performance Commission.
4. Conduct end to end recruitment/replacement of top management posts (from advertising to onboarding).
5. Prepare monthly KNCHR human capital reports, present to the Commission and management, and recommend staff productivity actions based on the human resource trends.
6. Ensure availability of tools and equipment for staff to facilitate effective delivery of the Commission work.
7. Establish human resource management information systems and promote use of ICT for effectiveness and efficiency within the division
8. Maintaining the Commission’s facilities, equipment & assets and ensuring safe custody of Commission’s records & information.

Skills, Experience and Minimum Qualifications
• Master’s degree in Social Science from a recognized institution.
• Bachelor’s degree in any of the following disciplines: Human Resources, Business Administration, Business Management or related field.
• Postgraduate Diploma in Human Resources or CHRP Certification.
• Eight years relevant experience in a comparable position from a reputable organization.
• Member of the IHRM in good standing.
• Strategic Leadership Development course from a recognised Institution lasting not less than 6 weeks.
• Excellent communication (written and oral), interpersonal and negotiation skills.

• Ability to work under pressure.
• Ability to lead and manage teams.
• Problem solving skills.
• Supervisory skills.
• Coaching and mentorship skills.
