Job Description

POSITION: ASSISTANT DIRECTOR, HUMAN RESOURCE MANAGEMENT AND DEVELOPMENT-JOB GROUP CPSB 05 'P' (1 POST)
Basic salary: Kshs. 90,200 x 3,220 - 93,420 x 4,520-97,940 x 4,920 102,860 x 5,070 -107,930 x 5,300 -113,230 x 5,560-118,790 x 5,840 -124,630 p.m.
Specific duties and Responsibilities
a) An Officer at this level will be responsible for planning, organizing Administration and control of activities in Human Resource Unit.
b) Coordinate Human Resource Services in such areas as appointment, promotion, payroll, management, discipline, pension, succession management establishment and complement control.
c) Monitor the implementation of Human Resource Management and Development policies, ruled and regulations
d) Analyze utilization of Human Resource and advertising on proper deployment. *e)' Analyze reports on Human Resource matters received from County departments and agencies and making appropriate proposals.
f) Monitor and evaluate the impact of training programmes on performance and service delivery.
g) Collect and collate performance management and performance appraisal system reports from County Departments.
h) Analyze Human Resource Management data from County departments for inclusion in Human Resource Management Information System.
i) Monitor Human Resource Management and Development activities and
coordinating the development of skills inventory in County departments and agencies.
j) Collect and collate information for formulation and reviewing of Human Resource Management and Development policies, rules and regulations and procedures. k) Administer the medical, mortgage, car loans and pension schemes.

Requirements for Appointments
1. Bachelor's degree from a recognized institution in any of the following fields: Human Resource Management, Business Administration, or any other relevant Social Science from a recognized institution;
2. Master's degree in any of the following fields: Human Resource Management, Business Administration from a recognized institution will be an added advantage.
3. Certificate in Strategic Leadership Development Program from Kenya School of Government
4. Certificate in Senior Management Course from Kenya School of Government 5. Member of the Institute of Human Resource Management;
6. Demonstrate merit and ability as reflected in work performance and results
