Job Description

Pursuant to Article 235(1) of the Kenya Constitution of Kenya 2010 and Section 44 of the County Governments Act 2012 (revised 2020), the selection panel for the recruitment of the County secretary hereby calls for applications from suitable qualified result oriented and motivated Kenyan citizens for appointment for the following position.
County Secretary-Job Group T (I Post) REF: CGK/SP/2024/01

The County secretary will be the secretary to the County Executive Committee and the Head of the County Public Service and will be responsible for the following: Duties and Responsibilities
1. Providing strategic policy direction to improve service delivery in the County Public Service;
2. Arranging the business and keeping the minutes of the County Executive Committee subject to the directions of the Executive Committee;
3. Conveying the decisions of the County Executive Committee to the appropriate persons or authorities and tracking their implementation. 4. Perform any other functions as directed by the County Executive Committee.

Requirements for Appointment
1. Be a Kenyan citizen.
2. Be a holder of a degree from a University recognized in Kenya.
3. Have at least ten years relevant professional experience.
4. Have at least five years' experience in a leadership position at Senior Management Level in a Public or Private Sector Organization.
5. Meet the requirements of leadership and integrity as prescribed in chapter six of the constitution.

Core Competencies
The following core competencies and skills will be required for the position of County Secretary.
1. Knowledge in policy making, ability to transform political vision/manifesto into Government policies and impact understanding of the same to members of the staff.
2. Capability to head teams towards institutional systems and structures development.
3. Have demonstrable leadership and management capacity including knowledge of public financial management and strategic people management.
4. Ability to communicate government policies, programs, projects and intention to the public and stakeholders.
5. Knowledge of International, National and County specific development goals and obligations and mainstreaming them into the County Agenda.
6. Satisfy the requirements of Chapter six of the Constitution of Kenya, 2010 on Leadership and Integrity.
