Job Description

Job Purpose
The job holder is responsible for ensuring effective supervision of operations and maintenance of
the water treatment and distribution network under direction of the Manager, Water services.

Key Responsibilities/ Duties / Tasks
I. Supervisory Responsibilities

-Oversee the operations and maintenance of the water intake, raw water pipelines and treatment
works
-Supervise the Operations and maintenance of the Distribution Network
-Ensure that chemical tests on water are carried out in order to maintain the required quality and
quantity demand of water and optimization of water chemicals
-Ensure that leaks and any other faults in the production and distribution system are detected
and rectified in a timely and economic manner
-Supervises and appraises staff
-Ensure that the plant, equipment and distribution network are maintained on a regular basis to
avoid interruptions in production
- Ensure safe custody of water treatment and distribution materials/infrastructure.
-Ensure that all grounds, plants and equipment are well maintained
-Oversee proper maintenance of NRW equipment, machinery and other infrastructure
-Oversee surveillance tests and repairs for NRW losses
-Oversee installation of master, zonal and sub zonal meters at all abstraction points

II. Operational Responsibilities / Tasks
1. Determine the type and amount of water treatment chemicals and other materials needed and
ensure that they are readily available
2. Monitors the river flow at the intake and initiate both preventative and corrective measures of
dealing with obstructions that may occur
3. Monitors the distributing network and initiate both preventative and corrective measures of
dealing with obstructions that may occur.
4. Carry out Staff and intern training and mentoring
5. Maintain records for all the operations and prepare the necessary reports
6. Develop and implement the section work plans in line with the division strategies activities
7. Participate in identifying sectional needs for budget formulation

Job Dimensions:
I. Financial Responsibility

Participation in the preparation of departmental budget and Procurement plans with focus on the
section’s budget

II. Responsibility for Physical Assets
-Furniture and fittings of approximately 8 million
-Machines and equipment of approximately Kshs.5 million
-Infrastructural assets of approximately 500 million

III. Decision Making / Job Influence
-Supervisory decisions
-Operational decisions
-Financial decisions.

IV. Working Conditions
-Works in a normal office environment (10%)
-Works in the field within the service area (90%)
-Working beyond normal hours including weekends

Job Competencies (Knowledge, Experience and Attributes / Skills).
V, Academic qualifications

Bachelor’s degree in Civil Engineering or an equivalent qualification from a recognised institution

VI. Professional Qualifications / Membership to professional bodies
Registrable with the Engineers Board of Kenya (EBK

VII. Previous relevant work experience required.
At least Seven (7) years relevant experience in a reputable organization, four (4) of which should
be in a senior management position
