FINANCE/ BUDGET OFFICERS, JOB GROUP ‘L’: Four (4) Posts
a) Requirements for Appointment
For appointment to this grade, an officer must have: -
i. Be an employee of Tharaka Nithi County
ii. Bachelor’s Degree in Commerce (Finance option), Business
Management or Finance, Economics, Business Administration
from an approved institution
iii. Certified Public Accountant (CPA) K or Association of Chartered
Certified Accountant (ACCA) or Chartered Financial Analyst
(CFA) will be an added advantage
iv. Relevant working experience of five (3) years in the Accounting,
Audit or Financial field
v. Shown merit and ability as reflected in work performance and
results.
b) Duties and Responsibilities
The officer reports to the Director Budget and Economic Planning and
will be responsible for assisting the Budget and Economic Planning
in:
i. Gathering, compiling and analysing information on commitment
and expenditure trends and initiating appropriate corrective
action as may be required;
ii. Compiling information required on budget monitoring and
expenditure control including expenditures on salaries and
allowances;
iii. Initial processing of reallocations within the budget;
iv. Initial evaluation and scrutiny of expenditure proposals and
compilation of information required in the budgetary processes;
v. Processing of Medium-Term Expenditure Framework and
revised estimates budget;
vi. Taking initial action for the budgeting of donor financed
projects, reviewing of financial implementation of such projects,
and monitoring commitments on expenditures. and
vii. Any other duty that may be assigned by the supervisor from
time to time
