Job Description

MANAGER, REAL TIME OPERATIONS – (KET 4) ONE (1 POSITION) REF:
KETRACO/5/1C/40/214/VOL I – B (04/24) ON PERMANENT & PENSIONABLE TERMS

Reporting to the Senior Manager, System Control & Market Operations

Job purpose
This job is responsible for Managing operations of the Control Room to ensure a safe
transmission network configuration and a cost reflective generation dispatch while in constant
coordination with the interconnected TSOs.

Key Responsibilities;
i). Forging necessary linkages with other departments and external stakeholders e.g
Generators, TOs;
ii). Managing the operations of the Transmission Operators (TOs) for safe and efficient
implementation of operational protocols, procedures and agreements holding from
time to time;
iii). Proposing divisional budget requirements to the Senior Manager;
iv). Ensuring prudent utilization of divisional budget allocation;
v). Supporting sectoral electrical energy supply policy formulation;
vi). Participating in operational fora/meetings with related stakeholders;
vii). Participating in the Central safety authorization panel as a member;
viii). Participating in formulation and review of electrical safety training curriculum and rules;
ix). Reviewing standards, norms and procedures for System operations;
x). Ensuring compliance with Kenya National Transmission Grid Code & EAPP
Interconnection Code during real- time system operation;
xi). Taking responsibility for all manoeuvres on the transmission grid;
xii). Developing and proposing training requirements for engineers in the division;
xiii). Setting and monitoring performance target for the division.
xiv). Supervising power dispatch and system operations to ensure reliable and quality power
supply;
xv). Coordinating the execution of all approved generation and transmission equipment
maintenance requests;
xvi). Providing leadership during system restoration following partial or total system
blackout;
xvii). Preparing and coordinating shifts and leave Rota for control room engineers;
xviii). Representing the department in operational meetings with stakeholders;
xix). Liaising with relevant departments for updates and modifications required in the
network;
xx). Ensuring the division has an updated database of power system data useful and relevant
for planning, analysis and forecasting of the power system;
xxi). Identifying and mitigates risks inherent with system operations and maintains a risk
register;
xxii). Scheduling drills – (blackouts and operations from emergency control centre).

Qualifications & Skills required
i). Must have Master’s Degree in a relevant field
ii). Bachelor’s degree in electrical engineering or related Electrical Engineering Degree.
iii). Registered professional engineer with EBK;
iv). Member of IEK;
v). Leadership course lasting not less than four (4) weeks;
vi). Minimum of 8 years’ experience in system control & power dispatch of a national
transmission power grid, 3 of which should be at a senior engineer level.
Working condition - Office setting, Field visits, Control room

c) Valid Tax Compliance Certificate from Kenya Revenue Authority (KRA);
d) Current Clearance from the Ethics and Anti-Corruption Commission (EACC); and
e) Current Report from an approved Credit Reference Bureau (CRB).
