Job Description

MANAGER, FINANCE AND ACCOUNTS ( JOB GRADE KFC 3) – JOB REF NO:
KFC/HRA/MFA/2021-1 POST
(a) Job Purpose

The Finance Function is anchored on the provisions of Public Finance Management Act 2012, and regulations.
The cadre is responsible for ensuring prudent and optimum utilization of Councils funds and preparing
financial reports.
The officer will report to the Chief Executive Officer and will be responsible for:
i. Consolidating and revising budget as per guidelines issued by the National Treasury and the Parent
Ministry;
ii. Checking and approving expenditure and payments and sign bank instructions/cheques;
iii. Presenting financial reports to the Board of Directors and advice on financial implications and
consequences of management/business decisions;
iv. Developing and reviewing financial policies and procedures to enhance internal controls;
v. Ensuring compliance with relevant laws, regulations and procedures in management of financial
resources;
vi. Reviewing and ensuring timely submission of annual report and financial statements;
vii. Ensuring the Commission’s liquidity position is appropriate and liaise with the Parent Ministry and
Treasury for release of allocated funds;
viii. Reviewing of audit queries and implementing corrective actions;
ix. Developing and implementing effective processes in the finance unit to ensure seamless flow of
service delivery. Such processes include but not limited to budgetary process, analysis and reporting;
x. Developing short term, medium-and long-term revenue and expenditure framework;
xi. Ensuring compliance with various requirements of government agencies and statutory institutions as
set out in various circulars and legislations;
xii. Controlling the Commission’s finances to ensure that they are utilized in a lawful and efficient
manner;
xiii. Planning and determining cash flow needs, forecast and establish cash flow trends of the Commission;
xiv. Preparing the annual budget execution reports, quarterly financial statements for programme and
operational budgets;
xv. Preparing Board and management financial reports;
xvi. Liaising with the parent Ministry for GOK’s Grants and development partners’ funding;
xvii. Ensuring the provision of adequate financial resources for the Commission’s programme and
activities; and
xviii. Staff performance management, development training and mentorship.
(a) Person Specifications
For appointment to this grade, an officer must: -
i. Have a minimum of ten (10) years’ relevant work experience, five (5) of which should have been in a
management position;
ii. Bachelor’s degree in any of the following disciplines:- Commerce (Accounting/Finance Option),
Finance, Economics, Business Administration (Finance/Accounting), Actuarial sciences, Business
Management or equivalent qualification from a recognized institution;
iii. Masters degree in any of the following disciplines:- Finance, Business Administration (Finance
option), Business Management (Finance option) or equivalent qualification from a recognized
institution;
iv. Be Certified Public Accountant (CPA)K by Kenya Accountants and Secretaries Examination
(KASNEB) or equivalent qualification from a recognized institution;
v. Be a member of the Institute of Certified Public Accountants of Kenya (ICPAK) or any other
recognized professional body in good standing;
vi. Certificate in Management Course lasting not less than four (4) weeks from a recognized institution
will be an added advantage;
vii. Be proficient in computer applications;
viii. Have demonstrated professional competence and administrative capability as reflected in work
performance and results; and
ix. Met the requirements of Chapter Six of the Constitution.

INTEGRITY CLEARANCE:
In addition to the qualifications set above, shortlisted candidates will be required to provide copies of clearance
certificates/letters of good standing from the following;
1. Ethics and Anti-Corruption Commission (EACC).
2. Criminal Investigation Department (CID).
3. Kenya Revenue Authority (KRA).
4. Higher Education Loans Board (HELB).
5. Credit Bureau Reference.

TERMS OF SERVICE
An attractive remunerative package, commensurate to qualifications, experience and responsibilities and in
line with government guidelines will be offered to the successful applicant. The appointment is on a Four (4)
year contract renewable subject to satisfactory performance.
