HUMAN RESOURCE MANAGER -004/2022
(a) Job purpose

The Human Resource Manager is responsible for the HR and Administration
function of the company to ensure that the human resources and
administration matters are effectively run to facilitate smooth operations of
the company.

(b) Reporting relationship
This position reports to the Managing Director

(c) Supervisees
HR and administration department/function staff

(d) Duties and Responsibilities
The duties and responsibilities of this position are:-
i. Develop and implement HR strategies and initiatives aligned with the
overall business strategy
ii. Bridge management and employee relations by addressing demands,
grievances or other issues
iii. Support current and future business needs through the development,
engagement, motivation and preservation of human capital
iv. Develop and monitor overall HR strategies, systems, tactics and
procedures across the company
v. Nurture a positive working environment
vi. Develop and manage a performance appraisal system that drives high
performance
vii. Carry out training needs assessment and monitor training programs
viii. Report to management and provide decision support through HR
metrics
ix. Formulation, review and recommend for approval of human resource
policies and procedures in compliance with the applicable legislative
framework and best practice.
x. Manage the recruitment and selection processes to ensure that the
company is adequately resourced with the right caliber of staff
xi. Supervise the monthly processing of the Company’s payroll and ensure
timely remittance of related statutory deductions in line with approved
budgets.
xii. Manage the employee and industrial relations for the company to
ensure employee and industrial harmony in the work place.
xiii. Manage the staff disciplinary process and act as Secretary to the
disciplinary committee in line with the company's disciplinary policy
xiv. Coordinate timely implementation of HR programmes to ensure that
programme objectives are fully met
xv. Supervise the effective operation of HR administration function such
as terms and conditions of service
xvi. Prepare & approve monthly payroll for execution by
Finance Department
xvii. Manage staff compliments, complaints and enquiries
xviii. Guide employee grievance handling and disciplinary matters in the
company as per HR policy
xix. Conduct employee satisfaction survey, analyze the results of the
employee satisfaction surveys and advise management ways of
improving the index
xx. Prepare and submit all monthly, quarterly and annual reports for the
department
xxi. Identify training needs for the company staff and prepare training7
development plan for implementation in line with the company budget
xxii. Develop department budget and work plan
xxiii. Identify procurement needs of the department
xxiv. Follow up on the implementation of agreed audit recommendation
(xvii) Manage the staff welfare programs in line with the set policy.
xxv. Supervise the administration of Insurance for Staff and assets to ensure
that adequate covers are obtained in line with the company policy
xxvi. Coordinate Implementation of the retirement benefit and medical,
GPA and Group life schemes in line with the company policy
xxvii. Administration of the organizations conduct and ethics and
management of discipline process.
xxviii. Ensure the department is adequately resourced by professional and
competent staff
xxix. Guide programs such as performance appraisals, personal
development and succession plans to ensure the Company retains
the best human resources
xxx. Initiate programs to foster a culture in which staff feels supported so as
to deliver exceptional results.
xxxi. Supervise the administration of staff benefits such as medical scheme
and leave benefits in line with the set policy
xxxii. Recommend payment of claims as per set levels
xxxiii. Responsible for physical assets assigned by the company
xxxiv. Makes strategic, operational and financial decisions for the
department
xxxv. Plans the work of subordinates, assigns work to subordinates, and
monitors subordinates work performance. Appraises/evaluates
subordinates performance
xxxvi. Perform any other duty that may be assigned from time to time by
the MD.

(e) Requirements for Appointment
 Bachelor's degree in Human Resource Management or any other
relevant field from a recognized institution
 Member of a relevant professional body and in good standing
 7 years' relevant work experience work experience with at least 3 years
managerial or supervisory experience
 Proven working experience as HR Manager or other HR Executive
 People oriented and results driven
 Demonstrable experience with Human Resources metrics
 Knowledge of HR systems and databases
 Ability to architect strategy along with leadership skills
 Excellent active listening, negotiation and presentation skills
 Competence to build and effectively manage interpersonal
relationships at all levels of the company
 Experience in the usage of computers and office software packages
(MS Word, Excel, etc) and experience in handling of web based
management systems
 In-depth knowledge of labor law and HR best practices.
 Must be computer literate.
