Job Description

(a) Job Purpose
The Internal Auditors will be mandated to provide the Board with independent,
objective assurance and consulting services to add value to and improve
operations. The directorate also helps the Board to accomplish its objectives by
bringing a systematic, disciplined approach to evaluate and improve the
effectiveness of its risk management, control and governance processes.

(b) Functions
The Internal Auditor Functions is anchored on the Constitution of Kenya, Public
Finance Management Act 2012, and any applicable statute.
The Internal Auditor Function entails:
(i) Coordinate the development and implementation of internal audit plans,
strategy, policies and procedures;
(ii) Develop fraud investigation and anti-corruption guidelines;
(iii) Review and assess accounting, financial management and budgetary
systems and audit procedures;
(iv) Conduct internal auditing in accordance with Board policies and
International Auditing Standards;
(v) Report and communicate audit findings and recommendations to the
Senior Management and the Board; and
(vi) Coordinate timely performance of special audit investigations and
forensic audits.

(c) Job description, Internal Auditor, Grade,5
This is the entry and training grade for this cadre. An officer at this level will
work under the guidance of a senior officer. Duties and responsibilities will
entail: -
(i) Carrying out internal audit assignments as outlined in the audit plan in
compliance with auditing standards;
(ii) Gathering, collating and analyzing data on financial records, systems and
processes to ensure efficiency and effectiveness of funds utilization;
(iii) Collecting data on periodical financial returns, estimates and
expenditure;
(iv) Assessing compliance with regulations and guidelines in the Board;
(v) Carrying out audit checks and identifying any accounting errors;
(vi) Undertaking spot-checks and cash surveys;
(vii) Undertaking audit investigations;
(viii) Preparing of working papers and audit reports in line with quality
standards; and
(ix) Implementing annual audit work plans.

(d) Person Specifications
For appointment to this grade, a candidate must have: -
(i) Bachelor’s degree in any of the following disciplines: -; Accounting,
Finance Economic or equivalent qualification from a recognized
institution;
(ii) Certificate in any of the following Fields: Part III of the Certified Internal
Auditor (CIA); Part III of the Certified Public Accountants (CPA)
Examination; Part III of the Association of Certified Chartered
Accountants (ACCA) or equivalent qualification from a recognized
institution;
(iii) Fulfilled the requirement of Chapter six of the Constitution; and
(iv)Proficiency in computerized accounting packages.

(e) Key Skills and Competencies
