Job Description

Key Responsibilities
Duties and responsibilities will entail: -
(i) Overseeing the preparation of procurement plan for the Institute;
(ii) Ensuring approved procurement plan of the Institute is submitted to the Public
Procurement Regulatory Authority (PPRA) within sixty (60) days;
(iii) Overseeing the preparation of procurement reviewing briefs for Public Procurement
Administrative Reviewing board/court hearings;
(iv) Coordinating sensitization of youth, women, and persons with disabilities;
(v) Overseeing the day-to-day activities of the department;
(vi) Providing guidance to the disposal committee members on disposal of assets;
(vii) Overseeing proper management of inventory, stores, and assets;
(viii) Ensuring preparation of annual work plan, budget, and reports;
(ix) Ensuring adherence to records management policy;
(x) Reviewing tender evaluation reports and providing signed professional opinion to
the accounting officer;
(xi) Mentoring and motivating supply chain management staff and ensuring a good
working environment;
(xii) Providing guidance in the overall Supply Chain Management policy and
management;
(xiii) Participating in negotiations in matters pertaining to Supply Chain Management;
and
(xiv) Implementing inventory management information system.

Qualifications
For appointment to this grade, a candidate must have:
(i) Bachelor’s degree in Business Administration (Supplies Management Option) or
equivalent qualification from a recognized institution;
(ii) Master’s degree in Supply Chain Management or equivalent qualification from a
recognized institution;
(iii) Minimum nine (9) years relevant work experience, three (3) in management;
(iv) Leadership course lasting not less than four (4) weeks from a recognized institution;
(v) Active member of Kenya Institute of Supply Management;
(vi) Computer skills; and
(vii) Fulfil the requirements for Chapter six (6) of the Constitution.
