Job Description

MANAGER, HUMAN RESOURCE AND ADMINISTRATION – GRADE NRV 3
The position is responsible for the management of the Human Resource Function;
including formulation, periodic review and implementation of Human Resource policies;
compensation and benefits; staff training and development; employee industrial
relations; and performance management. It is also responsible for ensuring that the
Agency has the right and sufficient human resource to meet its objectives

a) Job Specifications
Duties and Responsibilities entail;
i. Coordinating the development and implementation of appropriate human resource
policies, rules and regulations; effective organization and administration of the
Human Resource Management including appropriate human resource management
policies, rules and regulations in Agency for effective performance and productivity;
facilitating recruitment, placement, training and development of staff; carrying out
training needs assessment;
ii. Coordinating the development and implementation of human resource plans;
iii. Monitoring the implementation of performance management systems; analyzing the
staffing levels in the Agency and recommending proposals for succession planning
and proper deployment;
iv. Coordinating the development and implementation of staff benefit schemes, reward
systems and pension management;
v. Coordinating of staff welfare, health and safety and management of outsourced
services such as cleaning and security;
vi. Overseeing the provision of cross-functional administrative matters including
office services, maintenance and management of transport services among others;
vii. Coordinating the implementation of effective maintenance, storage and security of
employee records to ensure integration and confidentiality of data and information on
staff;
viii. Coordinating training and development functions of the Agency;
ix. Overseeing the recruitment process, coordinate induction program for new staff, and
providing full briefing to staff on human resource policy guidelines as well as
benefits;
x. Overseeing development, reviewing and implementation of performance
management system;
xi. Overseeing development and maintenance of human resource management
information system;
xii. Ensuring compliance with Human Resource and Administration statutory and
regulatory requirements;
xiii. Coordinating preparation of human resource budget and Management of the payroll;
xiv. Coordinate the design, implementation and periodic review of security systems;
xv. Promoting cordial employee relations, values and work ethics in the Agency;
xvi. Overseeing the implementation of the recommendations of employee satisfaction
survey and work environment survey.
xvii. Overseeing the Administration and Records Management functions of the Agency
xviii. Provide Secretariat services to Human Resource Advisory Committee.
xix. Coordinating preparation and submission of quarterly reports on administration
within the Agency
xx. Coordinating the development and implementation of grievance handling
mechanisms;
xxi. Coordinating office management services, office accommodation, transport and
logistics;
xxii. Coordinating Investigation of incidences of security lapse in the Agency in liaison
with the Police and other security agencies;
xxiii. Coordinating acquisition of legal documents such as motor vehicle and assets
insurances and licenses in liaison with the Legal unit and other relevant agencies
xxiv. Ensuring safe custody of the Agency assets and records.
xxv. Overseeing the production of cross-functional administrative services;
xxvi. Overseeing the implementation work environment activities.
xxvii. Overseeing management of outsourced administrative services

b) Person Specifications
For appointment to this grade a candidate must have: -
i. Minimum period of ten (10) years relevant work experience five (5) of which should
be in supervisory position;
ii. Bachelor’s degree in Human Resource Management or equivalent qualification
from a recognized institution;
OR
Bachelor’s degree in Social sciences with a post graduate Diploma in Human
Resource management or equivalent qualification from a recognized institution;
iii. Master’s degree in Human Resource Management, Social Sciences or any other
equivalent qualifications from recognized institutions;
iv. Management Course lasting not less than four (4) weeks from a recognized
institution.;
v. Membership of the Institute of Human Resource Management and in good
standing;
vi. Proficiency in computer applications;
vii. Meet the provision of Chapter Six (6) of Constitution.
