Job Description

REF: TUR/CPSB/041/2022/2023; DIRECTOR ICT & E-GOVERNMENT, JOB GROUP
“R”, POSITION ONE (1).

The County Director ICT & E-Government will be responsible to the County Chief Officer in
interpretation and implementation of existing laws, rules and regulations and any other related
laws that may be enacted to guide information, communication and technology function in the
county.

Duties and responsibilities
a) Advice and guide the county government on ICT policy, strategy and implementation of ICT
projects in compliance with national and county legal and regulatory requirements;
b) Implement county and national ICT policy and E-Government master plan;
c) Oversee the implementation and maintenance of ICT infrastructure in line with ICT growth,
plans and changing business requirement or technology advancement;
d) Implementation of recommendation contained in the ICT transformative road map that is
anchored in the county Integrated Development Plan (CIDP);
e) Maintain the community information centers at all levels;
f) Development and maintenance of the computerized information system and IT infrastructure
to provide effective technical support in the maintenance of ICT systems and equipment and
ensure they are always in good working conditions;
g) Provide consulting services on automation of internal processes for all county government
services in liaison with users in order to provide enhanced operational efficiency and
effectiveness in service delivery;
h) Provide ICT services to the county government that include carrying out system design,
installations, analysis, configuration, repair and maintenance of local and wide areas networks
and associated peripherals;
i) Ensure verification, validation and certification of ICT equipment before commissioning;
j) Manage and provide oversight for implementation of any ICT strategy and disaster recovery
plans that minimize the risk of data loss and breach of privacy of county information data base;
k) Any other duties as may be assigned from time to time.

Requirement for Appointment
For appointment in this grade, a candidate must have: -
a) Served in the grade of Deputy Director of Deputy Director ICT & E-Government for a
minimum period of three (3) years or in any comparable and relevant position in the Public
Service or Public Sector;
b) Bachelor’s degree in Computer Science, Information Communication Technology or related
field from a recognized institution;
c) Master’s degree in Computer Science, Information Communication Technology or related
field from a recognized institution will be added advantage;
d) Technical knowledge in computer programming, information communication or related field
from a recognized institution;
e) Attended Senior Management Course lasting not less than four (4) weeks or equivalent
qualification from a recognized institution;
f) Professional certification such as Certified Computer Network Professional (CCNP), CCNA,
MCSE, MCSA, MCSD, Oracle Certified Database administrator OCDBA, Microsoft Certified
Database Administrator MCDBA or their equivalent qualification from a recognized
institution;
g) Member of the ICT professional body;
h) Demonstrate a thorough understanding for national goals, policies, objectives and the ability
to relate them to the ICT & E-Government function.
