Job specifications

Duties and responsibilities entails:-
(i) Maintaining and updating periodically standing lists of registered tenderers
required by MSEA;
(ii) Preparing and publishing procurement and disposal opportunities including
invitations to tender, pre-qualification documents and invitations for expressions
of interest;
(iii)Coordinating the receiving and opening of tenders;
(iv) Maintaining and safeguarding procurement and disposal documents and records
in accordance with the Regulations;
(v) Submitting shortlists of pre-qualified tenderers for the accounting officer’s
approval;
(vi) Issuing procurement and disposal document to candidates in accordance with the
Act and Regulations;
(vii) Proposing and recommending the membership of evaluation committee to
the accounting officer for approval;
(viii) Coordinating the evaluation of tenders, quotations and request for
proposal;
(ix) Recommending a negotiating team for appointment by the accounting officer
where negotiations are allowed by the act and its regulations and participate in
negotiations;
(x) Preparing and publishing notices of award and notices of tender acceptance;
(xi) Maintaining and archiving documents and records of the procurement and
disposal activities for the required period;
(xii) Providing information, as required, for any petition or investigation to
debar a tenderer or contractor or any investigation under review procedures;
(xiii) Implementing the decisions of the accounting officer, including disposal
committee and coordinating all procurement activities;
(xiv) Acting as a secretary to the evaluation, inspection and acceptance, and
disposal committees;
(xv) Liaising with the PPRA and other bodies on matters related to procurement
and disposal;
(xvi) Preparing and submitting statutory report to the PPRA;
(xvii) Monitoring contract management by user departments to ensure
implementation of contracts in accordance with the terms and conditions of the
contracts;
(xviii) Reporting any significant departures from the terms and conditions of the
contract to the head of the procuring entity;
(xix) Preparing consolidated procurement and disposal plans;
(xx) Preparing and issuing of professional opinion;

Requirements of appointment
For appointment to this grade, a candidate must have:-
(i) Ten (10) years relevant work experience in public or private institution five (5) of
which should have been in a supervisory role;
(ii) Bachelor’s Degree in Procurement and Supplies Management , Commerce or
equivalent qualification from a recognized institution;
(iii)Master’s Degree in Supply Chain Management, Procurement logistics or
equivalent qualification from a recognized institution;
(iv) Membership of KISM and in good standing;
(v) A valid practicing license from KISM;
(vi) Proficiency in computer applications;
(vii) Attended a management course lasting not less than four (4) weeks from a
recognized institution;
(viii) Demonstrated results and ability as reflected in work performance; and
(ix) Fulfilled the requirements of Chapter Six of the Constitution.
