Job Description

SENIOR OFFICER PROJECT PLANNING & ECONOMIC REGULATION - (KET 5)
(1POSITION) REF: KET/5/1C/40/173-B (9/2023) ON PERMANENT AND
PENSIONABLE
Reporting to Manager, Strategy and Corporate Planning.
Job Purpose
The successful candidate will be responsible for undertaking project planning,
economic appraisal of projects, tariffs settings and economic regulatory affairs in the
Company.

Key Responsibilities/Duties/Tasks
i). Coordinating estimation of transmission license fees and other relevant national
and regional economic regulatory obligations for the Company and drafting
requisite management reports and papers;
ii). Developing draft advisory services to the Management on Transmission tariffs
and other regulatory obligations;
iii). Providing support for effective linkages with the Ministry of Energy, Regulatory
Agency and other utilities during Retail Tariffs reviews and hearings and during
the development of national and sector plans;
iv). Supervising performance and capacity building of the staff in the unit.
v). Preparing Transmission tariffs and wheeling charges and provides inputs into the
associated interconnection and wheeling agreements;
vi). Undertaking drafting of the Transmission Master Plan and requisite
management paper and reports;
vii). Developing responses to the regulatory agency and other utilities during tariff
reviews and hearings;
viii). Preparing proposals and concepts for financing & investment strategies for the
organization in line with the Transmission Master Plan;
ix). Undertaking financial and economic evaluation of new projects during
feasibility studies and projects appraisal;
x). Undertaking activities on PPP projects and liaising with the Public Private
Partnership (PPP) Unit and development partners including drafting of requests
for support, framework development and projects preparation documents;
xi). Outlining frameworks for regional electricity trade and open access for the
organization in liaison with other sector utilities and regional power
organizations;
xii). Reviewing generation projects feasibility studies to ensure alignment with the
company planned projects, sector plans, national plans and in line with the
regulatory and policy framework;
xiii). Representing the Company’s interest in the drafting of regional, national and
sector policies and regulatory frameworks.

Qualifications & Skills required
i). Bachelor’s degree in Economics/Projects Planning/Strategic Management or
related field from a recognized institution;
ii). Must have Economic/utility regulation course lasting not less than ten (10) days;
iii). Supervisory or Management course lasting not less than two (2) weeks;
iv). Must have six (6) years’ relevant experience.
Working Conditions - Office settings and Field visits.

c) Valid Tax Compliance Certificate from Kenya Revenue Authority (KRA);
d) Current Clearance from the Ethics and Anti-Corruption Commission (EACC);
and
e) Current Report from an approved Credit Reference Bureau (CRB).
