Senior Assistant Director, Human Resource Management DPP 3 V/No: 1/2023
Basic SaIary Scale: Kshs. 181,000 - Kshs. 252,500 p.m.


REQUIREMENTS FOR APPOINTMENT
For appointment to this grade, a candidate must have:
i. Served at the level of Assistant Director, Human Resource Management or a comparable
and relevant position in the Public Service or Private Sector for a minimum period of two
(2) years;
ii. Bachelor's degree in Sociology, Public/Business Administration Human Resource
Management/Staff Management or any other relevant qualification from a recognized institution;
iii. post graduate diploma in Staff/Human Resource Management or its equivalent from a
recognized institution;
iv. Master's degree in Human Resource/Staff Management, Business Administration,
public Administration or their equivalent qualifications from a recognized institution;
v. Registered as a Professional Member with the Institute of Human Resource Management
(IHRM) with a valid practicing license; and
vi. Meet the requirements of Chapter Six (6) of the Constitution of Kenya 2010; Integrity,
Leadership, Honesty, Accountability and Discipline in the service to people.
NOTE: Possession o fa Strategic Leadership Development course lasting not less than six (6)
weeks from a recognized institution will be an added advantage.

DUTIES AND RESPONSIBILITIES
An officer at this level will be responsible directly to the Director of Public Prosecutions
professionally and administratively to the Deputy Director of Central Facilitation Services'
Specifically, duties and responsibilities will include:
r. Coordinating development, implementation and monitoring of the human
resource management strategies derived from the ODPP strategic plan;
2. Developing, implementing and monitoring of the divisional work plan and budget;
3. Coordinating recruitment and deployment of staff to facilitate optimum staffing
for effective service delivery;
4. Coordinating employee satisfaction survey to identify issues affecting staff and
develop strategies to address them;
5. Coordinating declaration of income assets and liabilities to ensure compliance
with the Public Service Code of Conduct and Ethics'
6. Providing professional advice on human resource management policies,
guidelines, procedures and human resource practices on recruitment, selection,
career development, discipline, benefits and compensation;
7. Monitoring and evaluating the effectiveness of human resource management
policies, guidelines, procedures and standards to inform timely review;
8. Coordinating the development and implementation of Personnel Emolument
budget for staff of ODPP and ensure prudent utilization of resources;
g. Coordinating research on Human resource practices in order to inform decision
on human resource matters;
1rl. Supervising implementation of performance management system in the division;
11. Coordinating proper maintenance and security of human resource records, to
ensure full compliance with the Employment Act 2007 on records management
and to support the availability of staff information that is critical in the
management of human resources;
12. Coordinating compliance with principles and values of good governance,
transparency, accountability, ethics and integrity in compliance with the
Constitution;
13. Mentoring and coaching staff in the division to enhance organizational
performance and succession management;
14. Coordinating job analysis and development ofjob descriptions for submission to
the Salaries and Remuneration Commission for evaluation;
15. Coordinating Pensions management to ensure timely processing of employee
benefit
16. Coordinating establishment and implementation of Employee wellness programs
to address, mental health, alcohol, drug and substance abuse;
17 Coordinating payroll management and authorize timely payment of salaries; and
18 Supervising staff working in the division to ensure effective and efficient delivery
of Human resource management services.
