Job Description

DIRECTOR HUMAN RESOURCES REF: TNH/HRD/DHR/12/2023
The overall purpose of this role is to provide strategic leadership and management
oversight of all human resources, operations, engineering, and security services to assist
the Hospital to achieve its objectives in line with the strategic objectives and corporate
values.

ROLES AND RESPONSIBILITIES
a) Lead the design, implementation, and evaluation of Human Resources’ functional
strategy to promote employee engagement and drive a high-performance culture in
line with the Hospital’s overall strategy.
b) Translate the strategic imperatives of the division into achievable plans, with
established priorities and make periodic adjustments as required.
c) Demonstrate ownership of and communicate the HR strategic direction and
objectives to all staff.
d) Participate as a member of senior management in formulating corporate strategies,
policies, plans and budgets and in monitoring the Hospital’s performance to ensure
that the corporate objectives and targets are achieved.
e) Act as a liaison for feedback and communication between functions and the HR
function to ensure HR policies are implemented consistently and the core values of
the Hospital are upheld.
f) Guide, coach and equip senior management with skills and knowledge to enable
them address diverse people related issues within their functions.
g) Continuously conduct risk assessment and analysis of people-related issues and
advise senior management of the same.
h) Keep abreast of local and global HR best practices and make recommendations to
the Chief Executive Officer on how these impacts the HR role;
i) Ensure that the Hospital has a consistent and strategic approach to talent
management processes including identification of top performers, career
progression and succession planning.
j) Bear the overall responsibility for defining the Hospital’s people agenda aligned to
leading practices in talent acquisition, reward management, learning and
development, organization development, industrial relations and employee
engagement to promote employee retention, motivation and improved productivity.
k) Coordinate the preparation and compilation of agreed periodic reports for the
attention of the Chief Executive Officer.
l) Prepare and submit all monthly, quarterly, and annual reports.
m) Prepare the human resources division’s income and expenditure budget and
monitor its implementation upon approval.
n) Build, lead and motivate a competent human resource management team that will in
turn ensure that the division has the right people in the right places to sustainably
support the delivery of human resource & operations services at the Hospital; and
o) Any other responsibilities that may be assigned to the job holder by the supervisor
from time to time.

EDUCATION AND EXPERIENCE
• Master’s Degree in Human Resources, Industrial Relations, Industrial
Psychology or any other related fields from a recognized institution.
• Bachelor’s Degree in Social Sciences, Business Administration, Human Resource
Management or any other business-related field from a recognized institution.
• Must be a Certified Human Resource Professional (CHRP). A Higher National
Diploma in Human Resource Management from a recognized institution will be
an added advantage.
• Must be a full member with a valid practicing licence from the Institute of
Human Resources Management (IHRM).
• Minimum of 12 years’ Human Resource Management Administration practicing
experience with 7 years at senior management level.
