II. Objectives, duties, areas of responsibility
1. Objectives of the position
Under the supervision of the Head of Programmes and in close liaison with the Heads of
Projects and Area Managers, the Program Expert supports in delivering quality and
successful programming by ensuring that the programs and projects in all the project areas
are implemented as specified in the proposals documents in terms of content, schedule and
budget. The projects are to be carried out in accordance with Welthungerhilfe strategy and
standards, the strategy of the Kenya country Programme and the regulations of the donors.
The Program Expert represents Welthungerhilfe in the country in agreement with the Head of
Programmes.

2. Duties and area of responsibility
2.1. Duties with own area of responsibility
The Program Expert supports the Head of Programmes to develop and implement quality
programmes and projects and further develop the strategy of Welthungerhilfe's intervention
in the country. Reporting to Head of Programmes, the Program Expert will work closely with
Heads of Projects/Area Managers in the field, WHH Partners and any other relevant staff.
Within the framework of the distribution of tasks as agreed with the Head of Programmes,
the Program Expert has the following specialized duties:
Contribute towards delivering quality and successful programming
• Support the Head of Programmes in the development of concept notes and proposal in
collaboration with HoPs/Area managers and other projects field staff, operation staff and
other unit of Head Office (SEC, DON, etc.)
• Provide technical and administrative support to individual projects and partner
organisations upon request and in agreement with the Head of Programmes
• Support HoPs/Area Managers to analyse problems and solutions from field-based
interventions and identify support needs from the Country office.
• Support HoPs/Area managers in writing external reports, editing, compiling comments
and ensuring the donors' compliance and WHH's standards
• Support HoPs/Area managers in preparation of internal project documents and ensure
the preparation of cost and financing plans
• Share regularly monthly reporting deadlines to HoPs/Area Manager and other relevant
staff
• Participate in the regular review, kick off and closure meeting organized by HoPs/Area
Managers, ensuring that donor's compliance and grants issues are fulfilled
• Assist to conduct surveys, assessments and evaluations in coordination with the MEAL
Coordinator
• Support HoPs/Area managers to ensure that all obligatory programme and project
relevant documents are updated according to agreed time frames and the internal project
management system (ProMIS) and Finance management system (FundsPRO) are up to
date
• Ensure consideration of feasibility, sustainability and exit strategies in projects.
• Support the Partnerships coordinator to ensure active collaboration with project
implementing partners and partner capacity building.
• Support identification of new partners and advise partner organisations on organisational
and conceptual matters and ensure the quality of projects and programmes and identify
capacity building measures.
• Support Head of Programmes in ensuring impact of country programme and provide
regular updates.

Quality Assurance, Compliance and M&E
• Support HoPs/Area managers in the implementation of projects and programmes
according to Welthungerhilfe quality standards, including the setup of an effective and
participatory M&E system, and supervision of use of funds and financial requirements
• Identify lessons learnt from programmes and projects and ensure networking and
exchanges on best practice and lessons learnt amongst the project staff and across
counties
• Ensure compliance with Welthungerhilfe's quality standards when preparing project
documents
• Ensure reporting occurs correctly and in due time (status and financial reports) to Head
Office and to donors
• Ensure monitoring and evaluation findings are incorporated into existing programmes
and projects
• Define intervention areas in collaboration with Head of Programmes, Heads of Project /
Area Managers.
• Provide support/organise field assessments and evaluations for proposal development

2.2 Duties without own area of responsibility
Representation
In agreement with the Country Director and Head of Programmes:
• represent Welthungerhilfe vis-à-vis other national and international, governmental and
non-governmental bodies as well as relief and development organisations in the area
• participate in coordination committees with other relevant organisations
• prepare and provide information about projects and programmes, project holders and
countries for internal and external purposes
• involvement in the planning and implementation of PR activities (journalist trips, media,
publications, etc.) in collaboration with Press and Marketing Department
Other duties that are part of this position:
• Fulfilment of any other tasks which are assigned by the management and correspond
in general with the character of this position

2.3 Specific Activities and duties of the position
As specified under the section
Contribute towards delivering quality and successful partner programming
• Supporting contribution and own responsibility dealing with all aspects of contract
management in relation to the Partnership Agreement, in particular draw up new
contracts, track amendments, explanation of the roles and duties of the contracting
parties, as well as follow-up in case of non-compliance.

• Supporting contribution and own responsibility in coordinating and organizing capacity
building for partner organisations based on a jointly developed capacity building plan
• Supporting contribution and own responsibility in organisation of training in the field
of financial management and procurement for the partner in coordination with the
relevant departments of Welthungerhilfe.
• Supporting contribution and own responsibility in coordinating and conducting partner
assessments
• Facilitate exchange between Partner Organisations in the Kenyan Country Program
• Support/ organise proposal Writing for the BMZ PA Budget line

3.0 Job requirements
• Preferably Master Degree in Social Science, Gender and Women Studies, Advocacy or
other relevant advanced educational degree from a recognized institution or Bachelor's
degree with 5 years minimum experience in lieu of Master's degree;
• At least 3 years experience managing donor funded projects with International NGO’s
particularly those addressing food and nutrition security and WASH issues and those
applying partnership approaches
• At least 3 years of experience working with implementing partners, managing sub
awards/grants and related capacity strengthening for national partners
• Demonstrated knowledge and understanding of humanitarian development trends
• Experience working with NGOs, INGOs, the UN agencies
• Knowledge and understanding or related political and peace processes.
• Solid understanding of development concepts and approaches as well as local
development.
• Understanding of community needs and livelihood needs in the project area
• Demonstrated experience and success in project, financial, staff and partner grant
management, program monitoring and evaluation and excellent report writing skills (in
English).
• Written and verbal proficiency in English
• Good interpersonal skills, good communication, organizational and analytical skills
and ability to work well in a team.
• Good understanding of local partnerships and capacity building to ensure quality
implementation and minimize risk.
• Able to work effectively under pressure.
