QUALIFICATIONS,REQUIREMENTS, DUTIES AND RESPONSIBILITIES
Basic Salary Scale: Ksh. 90,200.00 -124,630.00 (CPSB 05)
House Allowance: Ksh. 28,000.00 p.m
Commuter Allowance: Ksh. 12,000.00 p.m.
Other Allowances as Per the SRC Circulars
Terms of Service: Three (3) Years Contract (Renewable)

Requirements For appointment:-
i. Bachelor’s degree in any of the following disciplines: Public Administration, Business Administration/Management, Law, Economics, Statistics, Leadership and Governance/Management or its equivalent qualifications from a recognized institution;
ii. Knowledge and relevant work experience of not less than six (6) years and has at least three (3) years’ experience at management level;
iii. Excellent planning and organization skills; and
iv. Excellent communication and interpersonal skills;

Duties and Responsibilities: -
i. Responsible for overall strategic policy direction of partnership and linkages relations functions.
ii. Implement intervention measures and determining support requirements to address performance gaps in the counties;
iii. Coordinate and conduct sectoral fora on intergovernmental relations;
iv. Develop frameworks for agreement between national and county governments in matters of mutual interest;
v. Spearhead- establishment and implementation of mechanisms for alternative dispute resolution;
vi. Develop and implement frameworks relating to intergovernmental relations;
vii. Facilitate the work of the departmental through development of County government position papers;
viii. Ensure implementation of appropriate interventions approved by County Executive and resolutions on interdepartmental sectoral fora;
ix. Supervise, monitor and evaluate the status of partnerships and linkages
x. Organize bilateral consultations between national government and individual county governments;
xi. Provide assistance in drafting of County Government bi-lateral agreements, budget agreements or contributions for grants or other activities as appropriate;
xii. Identify investment opportunities with local and overseas investors;
xiii. Plan, monitor and evaluate performance of staff against the set targets.
