2.0 PURPOSE OF THE JOB
To assist Head of ICT in planning and leading the strategic and operational management of
ICT and Information system services, meeting the current and future needs of the Sacco whilst
ensuring the service provision is cost effective, reliable and customer focused. This entails
ensuring ongoing provision, development and maintenance of the Sacco’s core network
infrastructure, business systems and telephony and proactively engaging with external
agencies, partners, suppliers and customers to further the profile of the Company. The
incumbent jobholder in collaboration with H/ICT is involved in effectively contributing to the
overall management and policy framework of ICT Department in support of corporate
objectives.

3.0 KEY RESPONSIBILITIES/ACCOUNTABILITIES
Strategic Planning
In liaison with H/ICT
 Provides strategic development, management and operating of the IT System
 Creates a vision for ICT within the organization, communicate it to employees, lead
and motivate the team to achieve the vision.
 Develops an ICT strategy that identifies the future direction of the use of technology
within the organization to drive efficiencies.
 Researches options for future ICT development.
 Provides advice to Senior Management Team and the Board on the application and
use of ICT to provide excellent services working closely with the senior management
team to overcome business challenges with the use of technology.
 Identifies solutions and opportunities to improve organizational performance.
 Effectively and efficiently project manage the development and implementation of the
Company’s ICT strategy and provide support for wider corporate strategies such as a
digital inclusion.
ICT Operations
In liaison with H/ICT
 Drives efficiency through the use of technology
 Manages Sacco ICT infrastructure.
 Supports users on ICT matters.
 Maintains the on-going provision and continued improvement of day to day
operational technology, systems and telecommunications services ensuring that the
service is efficient, reliable and cost effective.
 In collaboration with the H/ICT, proactively identifies risks and ensure that any that
are ICT related or that will impact on the ICT service provision are effectively
managed and appropriate actions are taken to protect the Sacco’s operations by
providing a suitable internally controlled environment, including disaster recovery and
business continuity
Project Management
 Be a champion of change, optimizing current IT solutions whilst promoting innovative
solutions to operational challenges
 Applies a structured methodology and lead change management activities. Prepare and
implement project plans to achieve the desired outcomes.
 Controls and manages the project resources and budget.
Supplier management
 Procures, negotiates, manages and monitor of contracts for ICT services provided by
third parties ensuring effective service delivery.
 Manages the relationships with contractors and suppliers
Leadership and Management
 Is the technical manager and contributes to the development, implementation and
review of the Sacco’s corporate strategies, annual project plans, policies and
procedures
 Develops and maintains positive relationships with key partners and stakeholders.
 Provides clear, succinct and cogent reports to required deadlines for the Board,
Committees, the Chief Executive, Management Teams and key stakeholders as
required.
Budget
 Assist the Head, ICT Manages the IT budgets achieving Value for Money.
 Prepares department budget for review by the H/ICT.
Data protection
 In liaison with H/ICT ensures compliance with the ICT Policy and Procedure manual
and any other relevant legislation on data security and integrity
 Safeguards society’s information and data.
Customer Service
In liaison with H/ICT
 Maintains and develops good working relationships with both internal and external
customers providing excellence in service delivery
 Ensures all staff have a customer orientated approach with internal and external users
 Evaluates customer’s requirements, prepares and presents proposals, designs and
delivers solutions to meet customer’s objectives.
 Develops and maintains an ICT service which is driven by the needs of the company
and is “customer focused”.
People Management
 Sets goals/Objectives for the staff in the Department
 Appraises staff reporting to him/her and makes appropriate recommendations
 Recommends cases of discipline to the H/ICT for review and onward transmission to
the HR Department for appropriate action.
 Coaches and mentors staff in the Department
 Ensures that staff are recruited, trained, managed, appraised and developed in
accordance with the company’s policies.
 Ensures effective management of staff and resources promoting team building and
collaborative working to deliver the corporate plan
 Manages and motivates the IT team to deliver on effective and highly regarded service
Business Continuity Plan and Disaster Management
 Develops and implements the disaster recovery plan ad business continuity plan.
Other responsibilities
 Performs any other responsibilities as may be assigned from time to time.

4.2 Academic Qualification
Bachelor’s Degree in Information Technology or related subjects.
4.3 Professional Qualification
ICT certification in one of the key areas; Networking, Database Management, Programming
etc.
