Job Description

REF: TUR/CPSB/028/2023/2024: DEPUTY DIRECTOR OF HUMAN RESOURCE
MANAGEMENT AND DEVELOPMENT, JOB GROUP “Q”, 1 POST
An officer at this level will be responsible to the Director of Human Resource
Management/Development.

Duties and Responsibilities will entail:-
i. Coordinating the development and implementation of Human Resource Management
policies, procedures, standards, strategies, guidelines and programs;
ii. Overseeing the strategic, operational and administrative functions of the department;
iii. Coordinating the development and implementation of human resource plans and succession
management;
iv. Preparing and implementing change management strategies;
v. Coordinating development and implementation of employee welfare and incentive schemes;
vi. Managing employee relations and staff values and conduct;
vii. Facilitating preparation and submission of Human Resource management and statutory
reports;
viii. Coordinating maintenance and safe custody of Human Resource Management and
Development records;
ix. Implementing, monitoring and reviewing the directorate’s personnel emoluments annual
budgetary allocations; and
x. Facilitating Performance Management, mentoring, guidance and counselling of staff.
xi. Any other duties as may be assigned from time to time.

Requirements for Appointment
For appointment to this grade, an officer must have: -
(i) Served in the grade of Assistant Director Human Resource Management/Development
Officer, for a minimum period of three (3) years;
(ii) a Master’s degree in the relevant field from a recognized university will be an added
advantage;
(iii)demonstrated high degree of administrative managerial and leadership capabilities;
(iv)Registered member of the Institute of Human Resource Management (IHRM);
(v) Good standing as current member of Institute of Human Resource Management (IHRM);
(vi)Attended Senior Management Course lasting not less than four (4) weeks from a recognized
institution in Kenya;
(vii) Certificate in Computer Application from a recognized institution;
(viii) Demonstrate a thorough understanding for national goals, policies, objectives and the
ability to relate them to the Human Resource Management & Development function; and
(ix) Shown merit and ability as reflected in work performance.
