JOB TITLE: TECHNICAL OFFICER-WATER DEMAND AND SUPPLY
NUMBER OF POST: ONE (1)
TERMS OF SERVICE: THREE (3) YEARS CONTRACT
REPORTING: TO THE OPERATION AND MAINTENANCE MANAGER,
WATER
GENERAL PURPOSE
To ensure reliable supply of water to meet customers’ demand.
DUTIES AND RESPONSIBILITIES
1. Collect daily reports of water treatment works from operator, advice, instruct
operator and address any issues reported compile and submit report.
2. Assign, instruct and supervise operator on operation and maintenance of
treatment works collect report, compile, submit and maintain report.
3. Assign, instruct and supervise operator to undertake daily morning checks and
report of water meter inflows (production), water meter outflows
(distribution), water levels in storage tank and inlet and outlet pipeline water
pressure, collect report compile and submit.
4. In liaison with water quality assurance officer assign, instruct and supervise
operator to undertake mixing and dosing of water treatment chemicals into the
water at the dosing units, water sump and water storage tanks in the approved
quantities, collect report compile and submit.
5. Collect from operator report on chemicals received, used and the quantities
remaining compile report and submit.
6. In liaison with water quality assurance officer assign, instruct and supervise
operator to undertake chemical tests and chlorine residual test and determine
chemical dosage, receive, compile and submit report
7. In liaison with water quality assurance officer assign, instruct and supervise
operator to check and ensure water is treated before distribution receive report,
compile and submit report.
8. Assign, instruct and supervise operator to undertake daily operation of
rationing and control valves as per approved rationing programme receive
report, compile and submit report.
9. Assign, instruct and supervise operator to undertake routine inspection and
reporting of bulk water meters, water tanks, pipes, washouts and valves for
leaks, bursts and no water.
10.Assign, instruct and supervise operator to undertake operation and
maintenance of water works, air valves, inlet, outlet, washout and scour valves
11.receive report, compile and submit report.
12.Assign, supervise, pipefitters to undertake ad-hoc and routine operation and
reporting of backwash tank, filters record submit and maintain report.
13.Ensure, operationalize and observe approved occupational safety and healthy
rules and guidelines reporting any breach to head of human resource
department through human resource officer.
14.Continuously collect reports from artisans, prepare and submit monthly,
quarterly and annual reports in a prescribed standard format on: a.
a) Operation and maintenance of water treatment works.
b) Water meter inflows (production), water meter out flows (distribution),
water levels in storage tanks and inlet and outlet pipeline water
pressure.
c) Mixing and dosing of water treatment chemicals.
d) Chemical received, used and quantities remaining.
e) Operation and maintenance of rationing and control valves, air valves,
water works, inlet, outlet, washouts and scour valves
f) Inspection of bulk water meters, water tanks, pipes, washouts and
valves.
g) operation and maintenance of treatment tanks, backwash tanks, filters
and filter wash time.
QUALIFICATION
• Be a holder of Diploma in Water Engineering or equivalent qualification from
a recognized institution.
• Be a registered member of professional body.
• Satisfactorily work experience performance in related water utility or
equivalent field for a period of five (5) years.
• Proficiency in Computer skills.
• Shown merit and ability as reflected in work performance and results
• Be able to work for long hours past the stipulated time even on emergency
• Good interpersonal skill to work with a team
