GENERAL MANAGER, INFRASTRUCTURE DEVELOPMENT – GRADE NRV 2
The General Manager, Infrastructure Development is responsible for the development,
maintenance and management of water and sanitation Infrastructure as well as liaison
with County Governments and Water Service Providers.

a) Job Specifications
The duties and responsibilities at this level will involve: -
i. Coordinating the development and maintenance of water and sanitation
infrastructure in liaison with stakeholders;
ii. Managing contracts for effective delivery of projects;
iii. Ensuring effective stakeholder engagement during project implementation;
iv. Coordinating preparation and updating of water and sanitation services
infrastructure inventory;
v. Coordinating the assessment of Water and Sanitation infrastructure for purposes of
rehabilitation and augmentation;
vi. Coordinating the development of framework for bulk water supply operations prior
to the counties forming joint water authority;
vii. Ensuring effective management of Agency assets including infrastructure, plant and
equipment;
viii. Ensuring provision of reserve capacity for operating water treatment plants and
water transmission pipelines;
ix. Ensuring effective liaison between the Agency and Counties, WSPs and other
stakeholders on water and sanitation works and services;
x. Coordinating the development of departmental strategies, policies and plans to
facilitate achievement of overall Agency’s objectives;
xi. Coordinating stakeholders including Multilateral and Bilateral Financing Agencies,
Government Agencies during the implementation of various programs;
xii. Ensuring compliance with regulations, safeguards policies and practices in the
implementation of social, environment, water quality, health, safety environmental
activities;
xiii. Presentation of departmental Board papers to the Board;
xiv. Overseeing the implementation and reporting of Performance Contract Targets
within the department;
xv. Verifying and authorizing technical reports, designs, cost estimates and drawings;
xvi. Coordinating capacity building of WSPs and county governments to ensure
sustainability of water and sanitation infrastructure;
xvii. Reviewing and approving claims and Variations;
xviii. Coordinating preparation of operation and maintenance reports for water and
sanitation facilities;
xix. Coordinate disaster preparedness and emergency measures;
xx. Approving of Payment Certificates;
xxi. Reviewing and updating designs to conform with construction requirements
xxii. Monitoring projects implementation;
xxiii. Coordinating the handover of completed works to Water Service Providers (WSPs)
or county governments;
xxiv. Ensuring effective maintenance of water and sanitation infrastructure;
xxv. Overseeing the training, development and motivation of the departmental staff;
xxvi. Overseeing the implementation of the social, environment, health and safety
policies;
xxvii. Overseeing staff performance appraisal within the department;
xxviii. Overseeing the development and implementation of the departmental annual work
plans;
xxix. Overseeing the development and utilization of annual departmental budgets;
xxx. Managing human, financial and material resources assigned to the department;
xxxi. Coordinating joint meetings with WSPs and County Governments on service
provision;

b) Person Specifications
For appointment to this grade, a candidate must have:
i. A minimum period of twelve (12) years relevant work experience, five (5) years of
which should be in a management position;
ii. Bachelor’s degree in Civil/Water Engineering or equivalent from a recognized
institution;
iii. Master’s degree in Civil/Water Engineering, project management, Water Resources
Management or equivalent qualifications from a recognized institution;
iv. Knowledge in Computer Aided Designs;
v. Corporate Member of the Institution of Engineers of Kenya;
vi. Registered professional engineer with Engineers Board of Kenya;
vii. Leadership course lasting not less than four (4) weeks from a recognized
institution;
viii. Proficiency in the relevant computer applications;
ix. Fulfill the requirements of Chapter Six (6) of the Constitution.
