Job Description

The Kenya Conference of Catholic Bishops (KCCB) - General Secretariat is the national
administrative, facilitative and coordinative arm through which KCCB undertakes all
responsibilities which express the KCCB mission in Kenya. KCCB is the prime recipient of the
grant entitled ‘Komesha’ TB awarded by US Agency for International Development (USAID).
KCCB is seeking to recruit experienced and qualified candidates for the position of Program
Manager to be based in Kisumu

JOB PURPOSE
Reporting to the Program Director of the Ad Hoc Commission for AIDS Relief, the Program
Manager will be responsible for overseeing the implementation of the Komesha TB Program
activities including technical, financial, administrative management, monitoring and
evaluation, reporting, quality assurance, impact assessment and cost-effectiveness analysis
of the program. As a senior member of KCCB-TB leadership, s/he will oversee all components
of the project to ensure that the project achieves designated results.

Key Responsibilities
 Provide overall leadership, strategic and technical direction towards achievement of
‘Komesha’ TB Program objectives, including staff and program activity supervision;
 Maintain a collaborative relationship with MOH and USAID, while ensuring activities
and program targets are closely monitored;
 Foster a strong collaborative working relationship with the Ministry of Health, National
Tuberculosis, Leprosy and Lung Disease Program and County Health Management
Teams among other key stakeholders;
 Contribute to the achievement of high-quality results in accordance with the targets
identified in the work plan and performance monitoring plan;
 Ensure overall technical excellence/quality and provide guidance in the development
and dissemination of all Program deliverables (technical assistance, technical reports,
training curricula) in accordance with USAID Kenya and MOH requirements;
 Foster accountability for ensuring all project deliverables are in line with national and
international guidelines and expectations;
 Manage quality, timely reporting to USAID through the monthly, quarterly and annual
reports;
 Lead the development of the annual work plan and monitoring, evaluation and
learning plan;
 Participate in program monitoring and evaluation including development of tools; and
use of data to inform program planning;
 Continuously evaluate program effectiveness and determine corrective action needed
to improve goal achievement;
 Ensure and supervise regular financial reporting while closely monitoring project
expenditure;
 Ensure project expenses including procurements are reasonable, allocable and prudent
and spent in accordance with USAID rules and regulations, and support annual auditing
procedures;
 Ensure high-quality technical capacity of staff and providing technical assistance
backstopping when required.
 Facilitate and encourage professional development initiatives among staff;
 Ensure adherence to KCCB policies, guidelines and values by staff under his/her
supervision;
 Provide leadership in the review of project clinical outcomes and utilize project data
to prioritize interventions and for continuous quality improvement;
 Participating, as requested by the Program Director, in relevant external committees,
partnerships and TWGs;

Qualification, Experience and Skills
1. Must be a Medical Doctor (MBChB, MBBS or MD Degrees) from a recognized university.
A Master of Medicine or Public Health, Epidemiology or related field is also required;
2. 3 years of relevant professional and progressive experience in managing large clinical
programs preferably a TB/HIV program;
3. Evidence of publications in peer reviewed journals;
4. Proven record of excellent management, leadership and decision-making skills;
5. Demonstrated ability to think strategically;
6. Demonstrated ability to build and maintain relationships with senior-level Government
of Kenya officials, USAID, faith sector institutions, donors, NGOs, private sector groups
and cooperating agencies;
7. Familiarity with USAID programming, rules and regulations and experience managing
USAID funded programs;
8. Demonstrated knowledge and capacity to foster the development of a common vision;
9. Good communication and excellent inter-personal skills;
10. A team player who is responsible, diplomatic and confident at dealing with people at
all levels and from different backgrounds;
11. Highest level of professionalism and integrity;
12. Good knowledge of Social Teachings of the Church.
