Position: Manager, Human Resource and Administration
Location: Nairobi County
Reporting: General Manager, Corporate Services

About the Institute:
The Kenya BioVax Institute is a State Corporation tasked with the manufacturing, packaging and commercialization of specialized Health Products and Technologies (HPTs) that include vaccines, therapeutics and other biomedical products.
Job Purpose:
The Manager, Human Resource and Administration shall oversee the execution of all policies, strategies, plans and Board decisions regarding the Management and administration of the Human Resource and Administration function in the Institute.

Requirements:
1. A minimum period of ten (10) years relevant work experience three (3) years of which must have been in a supervisory position in the public or private sector;
2. Master’s degree in any of the following disciplines: Human Resource Management, Administration, Public Administration, Business Administration, Political Science/Government, Anthropology or equivalent qualification from a recognized institution;
3. Bachelor’s degree in any of the following disciplines: - Human Resource Management/Development, Economics, Sociology, Business Administration, Public Administration, Commerce Political Science/Government, Anthropology or equivalent qualification from a recognized institution;
4. Demonstrated merit and ability as reflected in work performance and results;
5. Member of the Institute of Human Resource Management (IHRM) or Kenya Institute of Administration;
6. Leadership Development course lasting not less than six (6) weeks from a recognized institution; and
7. Fulfilment of the requirements of Chapter Six (6) of the Constitution.

Key Duties & Responsibilities
1. Spearhead the development, review and implementation of human resource management and administration policies, regulations and procedures;
2. Oversee implementation of the Institute’s strategic objectives and plans on human resource and administration;
3. Advise the Institute’s leadership on all matters pertaining to human resource management and administration policies and regulations;
4. Steer management of the staff medical scheme, pension and statutory deductions;
5. Manage performance including institutionalization performance appraisal system
6. Manage staff recruitment, selection, induction and placement;
7. Manage staff payroll and leave;
8. Coordinate training and development of staff;
9. Manage staff disciplinary process and grievances;
10. Manage staff establishment and human resource information systems;
11. Coordinate preparation of Board papers on matters pertaining human resource and administration including recruitment, rewards and sanctions, among others
12. Coordinate the implementation of all Board’s decisions regarding human resource and administration;
13. Coordinate the preparation of annual budgets, monthly, quarterly, and annual progress reports showing achievements of the department against planned targets, providing justification for performance variances and defining areas for improvement;
14. Initiate review and development of career guidelines;
15. Manage employee relations and staff welfare;
16. Coordinate the management of the Institute’s fleet, and assets.
17. Coordinate the identification of staff development needs through participatory mechanisms including conducting Training Needs Assessment, Performance Evaluation new technological requirements, innovations etc.
18. Guide management of physical records including personnel files, accountable documents among other related records:
19. Oversee the supervision of all staff in the Division;
20. Lead and/or participate diligently in various committees as shall be appointed or tasked from time to time;
21. Prepare and submit regular, thorough and prompt reports to the General Manager Corporate Services on key human and administrative matters;
22. Monitor and evaluate the impact of training programs on performance and service delivery;
23. Contribute to the development of the Institute’s strategic plan, business plan and submit to the Board for review and approvals; and
24. Approve processing and payment of salaries and allowances.

The successful applicant will be appointed for five (5) year contract term and may be eligible for reappointment as per the Kenya BioVax Human Resource Policy and Procedures Manual.
