Job Description

DIRECTOR OF PLANNING (1 POSITION) JOB GROUP ‘R’-VACANCY NO.
KSI/PSB/EA/12/2024

Requirements for appointment: -
i. Be a Kenyan citizen.
ii. A Bachelor's Degree in any of the following; commerce, Business Administration,
Economics, Arts, Statistics and Economics or the equivalent qualifications from a
recognized institution;
iii. A Master’s degree or higher academic qualifications from a university recognized
in Kenya will be an added advantage.
iv. Have a work experience of at least ten (10) years, five (5) of which should be in a
senior management position in the wider public service or private sector.
v. Demonstrate general knowledge of the County Government and its functions.
vi. Demonstrate understanding of the goals policies and developmental objectives
of the county.
vii. Demonstrable leadership and management capacity including Knowledge of
financial management and strategic people management.
viii. Meet the requirements of Chapter Six of the constitution of Kenya 2010 on
leadership and integrity.

The duties and responsibilities include: -
i. Administration of the directorate;
ii. Implementation of County Executive Committee resolutions as guided by the
Chief Officer in charge;
iii. Ensuring effective service delivery through implementation of laid out policies and
regulations;
iv. Develop and implement the department’s strategic plans and sector
development plans;
v. Implementing the department performance management system;
vi. Ensuring promotion of national values and principles of governance as outlined in
the constitution of Kenya 2010;
vii. Ensuring effective and efficient utilization of the department’s financial and nonfinancial resources;
viii. Maintaining effective collaboration and partnerships with other organs of the
county, other county departments, the private sector and other stakeholders;
ix. Promoting the realization of County Integrated Development Plan (CIDP);
x. Ensuring timely, efficient communication and coordination of departmental
affairs;
xi. Interpreting and applying National and County laws and other related statutes in
line with the County goals and objectives;
xii. Formulation and implementation of effective programs to attain vision 2030 and
sector goals; and
xiii. Performing other duties that may be assigned from time to time.
