QUALIFICATIONS,REQUIREMENTS, DUTIES AND RESPONSIBILITIES
Requirements for appointment:-
i. A Bachelor’s degree in any of the following areas: – Commerce (Finance Option), Economics, Business Administration, Business Management or Finance.
ii. Certified Public Accountant (CPA) K or Association of Chartered Certified Accountant (ACCA) or Chartered Financial Analyst (CFA) will be added advantage
Duties and Responsibilities: -
i. Compile and format financial estimates;
ii. Analyze information on commitment and expenditure trends and initiate appropriate corrective action as may be required
iii. Compile information required on budget monitoring and expenditure control including expenditures on salaries and allowances
iv. Prepare reports and briefs on budgetary policy issues.
v. Compile and Prepare County Budgets for the recurrent and development
vi. Compile outputs and outcomes
vii. Initiate proposals seeking funds for additional expenditure and reallocation of voted funds during the year
viii. Prepare quarterly expenditure forecasts as a basis for discussions with the Treasury for release of funds;
ix. Monitor expenditure and projects including programme implementation on a periodic basis and ensuring timely disbursement of funds
x. Plan, monitor and evaluate performance of staff against the set targets.
