Job Description

DIRECTOR PUBLIC COMMUNICATION - (1 POSITION) JOB GROUP ‘R’-VACANCY NO.
KSI/PSB/EA/9/2024

Requirements for Appointment:
i. Be a Kenyan citizen;
ii. Served in the grade of Assistant Director of Public Communications and above, or
its equivalent in the wider Public service for a minimum period of three (3) years
and has been in continuous service for a period of not less than ten (10) years; or
served in a comparable and relevant position in the private sector for a minimum
period of five (5) years at senior management level in a large organization.
iii. Have a Bachelor’s degree in Mass Communication, Communication Studies,
Public Relations or Journalism from a recognized institution;
OR,
a Bachelor’s degree and a Post-Graduate Diploma in Mass Communication,
Communication Studies, Public Relations or Journalism from an institution
recognized in Kenya.
iv. A Master’s degree in Communication Studies, Mass Communication, Public
Relations, International Relations, Information Sciences or Journalism or any other
approved equivalent qualification from a recognized institution will be an added
advantage;
v. Be abreast with current affairs and public sentiments;
vi. Have proven communication, writing, editing and proficiency skills in computer
application;
vii. Have proven knowledge and understanding of print, broadcast, online media
and legislative process;
viii. Demonstrate understanding and commitment to the values and principles as
outlined in article 10 and 232 of the Constitution of Kenya, 2010;
ix. Satisfy the requirements of Chapter 6 of the Constitution of Kenya, 2010
The duties and responsibilities include: -
i. Organizing and managing press conferences and preparing press releases,
official speeches and high impact notes for H.E. The Governor;
ii. Organize media coverage for County functions and media interviews on county
issues;
iii. Advise the Executive on Public and International Relations practices relevant to
the County functions and ensure the County promotes a positive corporate
image;
iv. Coordinate the entire County’s corporate affairs, activities and development;
v. Coordinate internal and external communications.
vi. Produce and publish publications on the County programs, activities and
investment opportunities.
vii. Preparing media supplements, documentaries and news dispatches;
viii. Initiate, review of county communication policy and design appropriate
programmes and infrastructure to facilitate its implementation;
ix. Initiate research on various Public Communication issues and developing
appropriate interventions and response;
x. Coordinate publicity, advertising and public awareness campaigns in the county.
xi. Establish and manage a database of news and information; and
xii. Any other lawful duties as may be assigned from time to time.
