QUALIFICATIONS,REQUIREMENTS, DUTIES AND RESPONSIBILITIES
Basic Salary Scale: Ksh.90,200.00-124,630.00 (CPSB 05)
House Allowance: Ksh. 28,000.00 p.m
Commuter Allowance: KSh. 12,000.00 p.m.
Other Allowances as Per the SRC Circulars
Terms of Service: Three (3) Years Contract (Renewable)

Requirements for Appointment: -
i. A Bachelor's degree in Mass Communication, Journalism, Public Relations, Communication Studies, Media Studies/Science, Photojournalism from a recognized institution;
OR
A Bachelor's degree in Social Sciences and a Post Graduate Diploma in Mass Communication, Journalism, Public Relations, Communication Studies, Media Studies/Science, Photojournalism from a recognized institution;
ii. Knowledge and relevant work experience of not less than six (6) years and has at least three (3) years’ experience at management level; and
iii. Demonstrated professional competence and managerial capability as reflected in work performance and results.

Duties and Responsibilities: -
i. Interpret and implement public communication policies; strategies and programmes;
ii. Develop standards and regulations in the management of public communications functions;
iii. Manage public communications activities /events branding and promoting positive image of the County;
iv. Initiate research on various public communication issues and develop appropriate interventions and response;
v. Produce and communicate publications on the County programs, activities and investment opportunities;
vi. Edit and proofread government related publications and other pre-press materials to ensure quality;
vii. Provides professional leadership in the management of relations between the county, the public, the media and other stakeholders;
viii. Monitor and analyze media content;
ix. Carry out research on public opinion on specific sectoral area and providing appropriate strategies;
x. Manage production of IEC materials and events management;
xi. Participate in the development of departmental /individual work plans;
xii. Prepare and monitor implementation of the department’s budget;
xiii. Coordinate training and development of staff and management of resources within the department.
xiv. Plan, monitor and evaluate performance of staff against the set targets.
